| Against the background of Strategic competition and game intensification among great powers,the Trump government actively promoted the strategic upgrading of "Asia-Pacific rebalancing",and formally put forward the "Indo-Pacific strategy" through the Indo-Pacific Strategic Report and the United States National Defense Strategy.The Trump government’s Indo-Pacific strategy put forward an investment model dominated by private investment in the economy,and increased investment in infrastructure construction in the Indo-Pacific region;Politically,we should strengthen the bilateral alliance with our allies and establish a four-sided mechanism between the United States,Japan,India and Australia;We will increase spending on national defense and military expenditures in the military and hold more frequent military exercises.The Biden government continued to implement the "Indo-Pacific strategy" after taking office.The Biden government’s "Indo-Pacific strategy" was generally divided into five aspects: strengthening dialogue and strategic competition in politics,expanding relations with allies and partners in diplomacy,strengthening the influence of values in culture,implementing the "Indo-Pacific economic framework" in economy,and increasing military investment and strategic deterrence in military.The India-Pacific strategy of the Biden government is characterized by taking China as the primary object of prevention,taking the situation in the Taiwan Strait as the primary concern,paying high attention to the role of allies and partners,attracting ASEAN,and paying attention to economic issues.Although the Indo-Pacific strategy of the two governments has the same points of maintaining the priority interests and leading position of the United States in the Indo-Pacific region and balancing China,it also shows differences in three aspects: implementation concept,China policy and identity definition,and positioning of the Indo-Pacific region.The implementation of the India-Pacific strategy of the United States is also not smooth,and it is mainly faced with three challenges: domestic power constraints,strategic differences among regional countries,and international constraints.The "Indo Pacific Strategy" has an important impact on China,which is mainly reflected in the deterioration of the strategic environment in the South China Sea,the deterioration of the stability of the Taiwan Strait,the challenges to China’s relations with neighboring countries,and the increasing resistance to the development of the "the Belt and Road".In this regard,China can resolve the negative impact of the "Indo Pacific Strategy" by grasping the initiative of China US strategic competition,constantly enhancing its own Comprehensive National Power,and dividing the US strategic alliance. |
