Research On Imported Food Safety Goverment Supervision In Heilongjiang Port

In recent years,the consumption of domestic imported food has increased rapidly,while the import food trade has increased year after year.Diversified sources and rich types of imported food have become an important part of China’s food consumption.China has continuously improved the design of food safety control system,thus effectively controlling imported food.However,under the current realistic situation of frequent international epidemic diseases,sudden food safety incidents,new technological innovations in the food industry,and emerging trade modes,we need to pay attention to the risks of imported food safety control,because imported food safety issues involve people’s livelihood,social stability,state-to-state relations,and balance of interests.In view of Heilongjiang Province’s long border,wide distribution of ports and the continuous expansion of imported food trade with Russia and other neighboring countries,as well as the need to facilitate customs clearance at ports and expand opening up,it is a realistic need to establish a safe and efficient imported food safety control system at Heilongjiang Province’s ports to maintain the safety of imported food.On the basis of expounding the concepts of imported food and food safety control,and from the perspective of "adverse selection" and "moral hazard" caused by the failure of the imported food safety market,this paper analyzes the necessity of the government’s control of imported food and summarizes the key factors that affect the government’s control of imported food at ports in Heilongjiang Province.At that same time,this article combines the reality of import food safety at Heilongjiang port,objectively and comprehensively putting forward the problems existing in Heilongjiang Province’s import food control by normative analysis and empirical investigation.On the basis of comprehensive learning and drawing lessons from the practices and experiences of imported food safety control at ports in developed countries in China and in developed countries in the world,this paper puts forward some suggestions and related auxiliary measures to improve and perfect the safety control of imported food at Heilongjiang ports,so as to effectively prevent and control the introduction of imported food safety risks through Heilongjiang ports and provide research reference for maintaining the healthy and orderly development of imported food trade in Heilongjiang Province.
