Research On The Development Dilemma And Countermeasures Of County Charity Organization

Charitable organization refers to a non-profit organization established according to law,in line with the provisions of the Charity Law,with the purpose of carrying out charitable activities for the society,and is the main body of the implementation of charitable public welfare undertakings.With the development of the economy and society,charity and public welfare undertakings play an important role in promoting the construction of socialist spiritual civilization,enhancing citizens awareness of social responsibility,creating a good social atmosphere,regulating the distribution of benefits,alleviating social contradictions,and building a harmonious society.Therefore,the number of charitable organizations and the development of charitable activities reflect the civilization and progress of the current society.China’s charitable organizations have experienced a long and tortuous development process.In the early days of the founding of China,charity organizations started and developed slowly.After the reform and opening up,charitable organizations gradually developed,but mainly official charitable organizations;In the 21 st century,non-governmental charitable organizations have developed rapidly,and the number of officially registered charitable organizations and charitable activities have been increasing.For grassroots county charitable organizations,this is not only a rare opportunity for growth,but also a big dilemma in its development.Taking A Association of Sishui County as an example,this paper analyzes the development mode and current situation of county charitable organizations and probes into the development dilemma and causes of county charitable organizations through empirical research and consulting a large number of literature.The development of county charitable organizations is analyzed from four aspects: the initiation and establishment of county charitable organizations,fund raising and organization,internal governance,and the organization and implementation of charitable activities.The research finds that the current county charitable organizations are still in the initial stage of development,and still face many development difficulties,such as lack of charitable funds,low social participation,irregular internal governance,and lack of professional knowledge,which restrict the development of county charitable organizations.Through the analysis,there are many reasons for the development difficulties of county charitable organizations,including:imperfect charity policies and measures,relatively simple fund raising channels,inability to hire full-time staff,irregular internal governance,and need to improve the concept of public welfare.According to the above situation,this paper intends to make use of the resource dependence theory and the third party governance theory,and use the qualitative research method to put forward corresponding countermeasures and suggestions to promote the development of charitable organizations.According to the current development situation of county charitable organizations and the comprehensive environment of our country,the development of charitable organizations must require the joint efforts of the government,charitable organizations themselves and society.County local governments should improve policies and measures,increase support for charitable organizations,coordinate and guide the development of charitable organizations in the county,and strengthen supervision and management of charitable organizations by promoting government purchase of charitable organization services,strengthening the construction of talent teams for charitable organizations,building incubation bases for charitable organizations,and exploring ways to reduce the difficulty of approval of public fundraising qualifications.Strive to create a charitable cultural atmosphere;Charitable organizations themselves should conduct standardized management,plan charitable projects,coordinate multi-party resources,and do a good job in publicity and promotion.The public should have a correct understanding of charitable organizations,actively participate in charitable activities,and play a role in social supervision.
