Research On The Transmutation Of Security Mode Of Large-scale Commercial Performance

The change process of security mode of large-scale commercial performance activities is rooted in China’s local social life,which is a security work with Chinese characteristics.Its generation and evolution logic are affected by the changes of external environment,the public’s demand for security order,state power and other factors.Since the reform and opening up,influenced by the external environment in a specific period,the security mode of large-scale commercial performances has experienced vicissitudes of change,and its change process can be roughly divided into three periods.The first stage was the security mode under the guarantee of public security organs from 1978 to 1991.During this period,the public security organs assumed the main security responsibility of large-scale commercial performance activities,and security services were monopolized and exported by the public security organs.In the short term,the smooth operation of large-scale commercial performance activities was guaranteed by hard means of compulsory control.However,in the long term,the heavy crackdown and excessive intervention of the public security organs inhibited the initiative of social forces to participate in the security work.In addition,with the increasing number and types of large-scale commercial performances,the problem of insufficient police force has become increasingly prominent.It is obviously against the goal of police work to respond to unlimited security tasks with limited police force.The second stage was the security mode under the joint management of public security organs and social forces from 1992 to 2010.During this period,public security organs cooperated with various social organizations to participate in the security work of large-scale commercial performances,alleviating prominent problems such as insufficient police force and excessive consumption of police resources.However,joint management is not equal to joint management.Due to the lack of operational autonomy of various social organizations,they still passively listen to the command of the public security organs.The security work of large-scale commercial performances is still dominated by the public security organs.The third stage is the security mode under the supervision of public security organs since 2011.During this period,public security organs were mainly responsible for the pre-approval,post-supervision,emergency response and other work of large-scale commercial performances.Citizens’ awareness of rights was constantly awakened.Large-scale commercial performances truly realized a new model of providing security services with multiple subjects and multiple directions,and gradually stepped into the process of socialization of security work.To sum up,since the reform and opening up,with the increasing number of commercial performance activities and the growth of social forces,the security mode of large-scale commercial performance activities has roughly formed an evolutionary logic of "guarantee management--combined management--supervision",and the responsibilities of state and social forces in security work have changed.Under the background of socialization and marketization of police,The security mode is moving towards modernization and law-based process.Therefore,the study on the change process of security mode of large-scale commercial performance activities is helpful to better summarize the development law of security mode of large-scale commercial performance activities,understand the operation situation of state and social forces participating in social governance work,and solve the prominent problem of insufficient police force in security work of large-scale commercial performance activities in practice.In addition,the responsibility boundary of public security organs and other social subjects in the security work of large-scale commercial performance is clearly defined from the theoretical perspective,so as to provide a choice path for the future development direction of large-scale commercial performance.
