A Study On The Governance Of Micro Corruption At Rural Grass Roots Level In The Context Of Rural Revitalization

At the 20 th CPC National Congress,the Chinese government once again stressed the need to comprehensively promote rural revitalization and adhere to the priority of agricultural and rural development.In recent years,the Party Central Committee has vigorously promoted the rural revitalization strategy,implemented a series of policies benefiting and enriching the people at the rural grass-roots level,provided more development opportunities for the farmers,and funds have poured into the countryside more intensively.However,"flies" and "mosquitoes" have also emerged,and some micro-corruption problems that infringe on the vital interests of the people have also shown new characteristics,the most prominent of which is the large number of people involved,The situation of cases in the nest is prominent;It involves a wide range of fields and expands to the field of small-scale engineering,which brings great challenges to rural development.They also have many discipline-related means,such as corruption,misappropriation of public funds and other official crimes;It is easy to rebound,and the subject of discipline violations is relatively fixed.These conditions have seriously affected the ruling foundation of the Party,corrupted the relationship between the Party and the masses,and brought great losses to the Party and the country.The elimination of rural grass-roots micro-corruption is the key to the realization of the rural revitalization strategy,which is directly related to the realization of the overall requirements of the rural revitalization strategy of "industrial prosperity,ecological livability,rural civilization,effective governance,and rich life".Taking the rural grass-roots micro-corruption cases in N County of Nanchang City in the past five years as an example,I summarized the characteristics of the cases,analyzed the causes of the cases,and put forward constructive countermeasures and suggestions by studying the current situation of rural grass-roots micro-corruption in the county.After analyzing the situation of rural grassroots micro-corruption in N County from 2018 to 2022,the author found that under the general background of rural revitalization,the number of investigations and punishment of rural grassroots micro-corruption in N County has increased sharply,the number of cases in specific areas has increased,and the level of most people involved is low.The main manifestations of rural grassroots micro-corruption in N County are: abuse of power and infringement of collective interests;Preferential relatives and friends,indiscriminate use of the policy of benefiting the people;Take the card and accept the deduction for the people;Laziness and procrastination make work a mere formality.The low comprehensive quality of village cadres,the low salary and treatment of village cadres,the imperfect village-level financial system,the non-standard contract awarding of rural small-scale projects,and the imbalance of supervision and restriction mechanism are the main reasons for the difficulty in eradicating rural grass-roots micro-corruption.We can prevent the situation of rural grass-roots micro-corruption from strengthening education and guidance,improving the employment mechanism,improving the treatment of cadres,improving the supervision system,and strengthening the handling of cases.
