Research On The Function Positioning And Optimization Countermeasures Of D County In Shanxi Province

In the process of China’s modern social development,the League organization,as the reserve force of the Party,plays a positive role in promoting social stability and development.However,as the social economy enters a new stage of development,the work of the League organization has encountered various new problems,new difficulties and new challenges,and there have also been many problems in the organization construction,which are mainly manifested in the lower attraction and cohesion of the League organization to the League members and the majority of young people,and it is difficult to effectively play the original vanguard and exemplary role of the League organization.China has a large population,with a large number of grassroots and youth groups.Grassroots league organizations are the closest organizations to youth groups and the "last mile" to connect and unite youth.Grass-root Communist Youth League organizations play a bridge role between the Party and government organs and youth.Under the new situation of social development entering a new historical period,affected by factors such as the transformation of social and economic system,the uneven development of urban and rural areas,and the flow of rural population between urban and rural areas,it is also increasingly difficult for grassroots youth league organizations to carry out youth services.Influenced by the new culture and new trends of thought,new youth have new characteristics in psychology,behavior,cognition,and other aspects,and their individual needs are also more diversified,The original working mode is difficult to carry out the League organization work.Therefore,under the new situation,how to face these new changes and change the working ideas to promote the construction of grass-roots league organizations is a key issue that league organizations need to seriously consider and focus on.This paper studies the construction of grass-roots league organizations in D County,mainly using the methods of literature research,case study and questionnaire survey.On the basis of expounding the content of League organization construction,organization theory,the theory of the third department,and the theory of people-oriented management,this paper analyzes the reasons for the optimization of the functions of grass-roots League organizations under the new situation and the positioning of their functions.This study summarizes the main problems existing in the construction of grass-roots league organizations in County D at the current stage as follows:lack of leadership cohesion,insufficient organizational mobilization,lack of awareness of contact services,and in-depth analysis of the reasons,mainly including rigid and stereotyped working methods,difficult to guarantee human and material resources,increasingly complex external environment and increasingly diverse needs of youth.Based on the above existing problems,corresponding functional optimization suggestions are proposed from four aspects: deepening Party building guidance,strengthening organizational self construction,improving the ability to serve young people,and bridging the overall service path.
