Study On The Functional Change Of The Communist Youth League In The New Era

After the Nineteenth Congress of the Communist Party of China,China has entered a new historical position of the new era.If we examine the work of the Communist Youth League according to the standards of the new era,we will find that the current functions of the Communist Youth League are far from meeting the requirements of the Party and government and the needs of the youth.On the one hand,it is difficult to realize the political responsibility of consolidating and expanding the youth base of the Party's ruling because of the diversification of youth ideology and distribution,and the gradual decline in the coverage of the Communist Youth League organizations,even by retaining only a small number of positions such as schools and state-owned enterprises.On the other hand,the Communist Youth League itself has the problem of"four modernizations"("institutionalization","adminmstration","aristocratization"and"entertainment").The farther away from the youth,the more difficult it is for some League organizations to meet the actual needs of the youth.If these problems are not solved,the Communist Youth League will gradually marginalize,or even lose the necessity of existence.Therefore,it is particularly urgent to realize the functional transformation of the Communist Youth League as soon as possible in the new era.Guided by Xi Jinping's socialist ideology with Chinese characteristics in the new era,this paper combines with the Central Committee of the Communist Party of China's Opinions on Strengthening and Improving the Party's Group Work in 2015,the Central Reform Plan of the Communist Youth League in 2016,the Central Committee of the Communist Party of China in 2017,the State Council's Medium and Long-term Youth Development Plan(2016-2025)and the collective conversation between Comrade Xi Jinping and the new leading group of the Central Committee of the League God,based on the theory of organization,the theory of"the third sector"and the theory of social governance,takes the Communist Youth League of J city as an example to study the practical effects of the four functions of the Communist Youth League:organizing youth,guiding youth,serving youth and safeguarding the legitimate rights and interests of adolescents,with the methods of literature review,questionnaire survey and visits,so as to clarify the original functions and actual needs of the Communist Youth League.This paper analyses the effect of the function transformation of the Communist Youth League in recent years,and puts forward the specific countermeasures and purposes of the function transformation of the Communist Youth League.
