A Research On Primary Level Resource Mobilization Mechanism Under Public Health Emergencies

Public health emergencies are sudden,public,harmful,and complex,which have a strong destructive power on social order,and the response of society can be regarded as a process of repairing or even establishing a new social order which need to be completed within a limited time to prevent the harm from expanding.Responding to public health emergencies requires not only sound and effective public sector measures,but also the mobilization of social forces to contain them.Based on the study of social mobilization at home and abroad,it is found that most social mobilization research is mainly based on macro perspectives,focusing on the changes of the state and society,while resource mobilization theory arose in the wave of social movements in the United States in the seventies of the last century,but its unique perspective and system have a wide range of applicability in describing social mobilization,so this paper selects resource mobilization theory as the main idea of guiding research.The research of resource mobilization theory mainly from meso and micro perspective,focusing on the reasons why mobilization objects participate in mobilization activities in social mobilization activities,taking rational choice as its important theoretical basis,and investigating why mobilization objects who act as rational people participate and how they are mobilized to participate in social movements.This paper focuses on how township governments,community neighborhood committees,and volunteer organizations as mobilization subjects interact with residents as mobilization objects.Through the participatory observation method and semi-structured interview method,interviews were conducted with local governments,public institutions,neighborhood committee personnel and community residents,and three-level coding activities were carried out on the interview data of residents who could be coded.Through the process-event analysis method,the process of resource mobilization in the community is described,and the contradiction between resource supply and demand caused by public health emergencies and how mobilizers can reasonably resolve the contradictions through resource mobilization,and guide residents to isolate at home to prevent the spread of the virus.On the basis of describing the course of events,the framework of resource mobilization is theoretically abstracted from the dimensions of mobilization subject and object,organizational structure,resources and mode,and the entire emergency mobilization system is more clearly refined.Taking resource mobilization as the analysis framework and combining the coding data of residents’ interviews,the mechanism of resource mobilization is summarized from the three dimensions of consensus cohesion,action stimulation and mobilization results,which can be briefly summarized as gathering consensus through publicity and causing mobilization objects to participate in mobilization activities through stimulating actions.Specifically,at the level of consensus cohesion,it is necessary to give sufficient risk information to mobilization,reduce the information asymmetry in residents’ action choices,and rely on the setting of topics to guide public attention and discussion,so as to consolidate consensus on ways to solve the crisis,avoid discussion disorder and loss of mobilization efficiency.On this basis,tools such as trust capital and persuasion need to be used to further build consensus on crisis resolution.At the level of action stimulation,it is necessary to carry out on the basis of crisis resolution,social autonomy,government and value co-construction as the orientation,respectively mobilize organizational resources,material resources,and cultural resources,and build a resource operation mode that stimulates participation.On the theoretical level,this paper enriches the forms of efficient resource mobilization by mobilizing agents with empirical data,and highlights the motivating effects of public interests and informal networks on mobilizing agents,providing a richer interpretation of collective and social motives in resource mobilization theory,exploring mobilization mechanisms in more detail,and pointing out directions for future research to go further.From the practical aspect,this paper is a summary of the successful experience of emergency resource mobilization in this area,and the mobilization mechanism revealed is applicable accordingly.The approach of taking the action choice of the mobilized object as the observation perspective can provide an important reference for practice,which is consistent with the people-oriented concept,but also emphasizes that the experience is based on the resource endowment of this area itself,and the experience transfer requires the arrangement of resource mobilization activities according to local conditions,fully consider and respect the action choices of mobilized clients to achieve the ideal state of collaborative social governance.
