Research On The Political Mobilization Of Primary Party Organizations In Major Public Health Emergencies

The grassroots is an important position and work carrier for party building and community governance at the current urban grassroots level in our country.The response to major public health emergencies has enabled the grassroots governments,autonomous organizations,grassroots social organizations and the masses to realize that grassroots society is not only a community of interests,but also a community of responsibility and a community of values."Grassroots" party building refers to the expansion of the party’s organizational coverage,position coverage,and work coverage in the physical space of the community formed on the basis of the basic division of physical space,social attributes,administrative jurisdiction,and value concepts in China’s urban and rural areas,through the development of party organization activities,Implement the party’s policies,give play to the vanguard and exemplary role of party members and the role of the party organization as a fighting fortress,and enhance the party’s political function to enhance the influence of the political mobilization of grassroots party organizations.For a long time,although the physical space of grassroots party building is stable,it has the characteristics of multiple organizational systems,strong mobility of party members,and disconnection between grassroots party building work and urban and rural economic development and grassroots governance.The outbreak of major emergencies is easy to deal with to a certain extent.Under the special background that affects major public health emergencies,the effectiveness of grassroots party organizations’ grassroots governance is effectively displayed.Based on this,this article takes the background of major public health emergencies as the macro era background,takes the political mobilization of grassroots party organizations in the management of the new crown pneumonia epidemic as the research object,and adheres to the combination of theory and practice.The author takes the management of the new crown epidemic as an example.First,I sort out the connotative characteristics and operating methods of the political mobilization of grassroots party organizations,and focus on the "combination of grassroots party building and social governance" in the complex of state and social transformation.In the theoretical model of "complex party building",the author’s primary task is to clarify that the main body of political mobilization is the grass-roots party organization,and at which levels the object of political mobilization is compounded under the function of political mobilization.In other words,to explore the composite structure of the political mobilization of grassroots party organizations,the composite structure means the positioning of the political mobilization target,the administrative mechanism and social mechanism in the operation of political mobilization,and the three-level complex of the political mobilization real space and virtual space.Secondly,the focus is to clarify the object of political mobilization of grassroots party organizations,that is,who is politically mobilized by grassroots party organizations.The author uses the internal and external parties as the classification standard.On the one hand,the political mobilization within the party is the political mobilization of grassroots party members and cadres.It supports the theory of political mobilization of grassroots party members and cadres by grassroots party organizations.It focuses on thinking and researching the
