Research On The Problems And Measures Of Government Information Resources Sharing In The Reform Of Administrative Examination And Approval System

The Internet’s increasing popularity,the emergence of big data,and the emergence of e-government have made government information resources increasingly valuable.To advance the reform of administrative examination and approval,the sharing of government information is an essential and indispensable component.The government affairs information resources sharing,causes the decentralized government governance pattern to the intensive transformation,causes the fragmented function department to the integration,thus unceasingly optimizes the government service function,we will continue to build an efficient,clean and convenient administrative examination and approval system so as to effectively improve the government’s governance capacity and efficiency,continuously enhance public satisfaction,and build a people-satisfied government.Grass-roots level is the battleground of ceaselessly augmenting the exchange of government data resources,as the primary stance for intensifying the reform of the administrative examination and authorization system.Amidst the administrative examination and approval system reform,the practical examples of government information resource sharing in Changzhou’s National high-tech Zone,from the integration,sharing,and application of three dimensions of comprehensive comprehension of the administrative examination and approval system reform of government information resources to the dissemination of the practice.Questionnaires and interviews with the working masses,personnel,and executives of businesses,as well as administrative assessment and authorization bodies,are to be conducted to measure and evaluate the issues that are present in the distribution of government.Using holistic governance theory as a research tool,it is found that there are still four problems in some fields and some places,such as the lack of value idea,the imperfect organization structure,the unqualified operation mode and the weak technical support.The thesis,after examining specific cases and field investigations,concludes that fragmentation is caused by a lack of public orientation,numerous departmental barriers,institutional guarantee,and lagging technical means,thus significantly hindering the efficient sharing of government information resources and hindering the reform of the administrative examination and approval system.Finally,in order to give full play to the important role of government information resource sharing in deepening the reform of administrative examination and approval system,improving the level of government performance and accelerating the construction of digital government,by explaining and analyzing the advanced experience of Shanghai,Zhejiang and other advanced regions.In the next few years,grass-roots governments should constantly establish the people-oriented service concept,accelerate the integration of government agencies,actively strengthen the construction of standardization system,and continuously strengthen the application of data and information sharing,effective promotion of government information resources sharing the main development ideas and paths.
