Study On The Chunking Governance Of Industrial Countryside

The governance of China is rooted in the countryside.In the year 2021,it will be the first year for the comprehensive implementation of the rural revitalization strategy.At the same time,it will be in the transition period of modernization of the country’s governance system and capacity.Rural development is in good momentum,with a stronger sense of democratic participation,a profound change in the form of governance,and an endless stream of governance measures dedicated to exploring a road of rural revitalization with Chinese characteristics.As the era move forward,industry is the foundation,and it is the policies and reality that give industrial prosperity a firm position as the cornerstone of rural revitalization.The development of industry leads to changes in the governance environment and governance basis,and thus requires new exploration and research on governance means.In view of this,centering on the overall layout of the rural revitalization strategy,we will carry out the research on the governance countermeasures with industrial countryside as the main topic,and devote to the optimization and upgrading of industrial countryside governance.Therefore,this thesis takes industrial prosperity as the starting point,combines the structural functionalism theory,innovates the concept and mechanism of block governance,and gives more explanatory answers to the problems in the process of comprehensively implementing the rural revitalization strategy and promoting the modernization of rural governance.The main questions of this study are: What are the basic situations of industrial villages? What is the process of industrial block maturation? What is the effective logic of realizing the industrial village block governance? And how can the block-based governance approach promote the continuous play of the effectiveness of the block-based governance in industrial villages? In view of the main problems of the above research,Yucheng hardware town – Shaogang Town is selected as the investigation base.Through field investigation and semi-structured interview,following the demonstration idea of "reality analysis-model construction-logical analysis-problem analysis-",based on the academic dialogue between structural functionalism theory and industrial rural governance,The analytical framework and argumentation logic are refined and established.The innovation points mainly show in the definition of the basic situation of the industrial village,the model of the mature and advanced industrial blocks,the structural and functional model of the industrial village block governance and the effective community model of the industrial village block governance.The main difficulty lies in the definition of the concept,structure and function of block governance.By using the methods of literature analysis,system analysis and field research,the structural and functional model of industrial village block governance is constructed,the basic types of industrial block structure are determined,and the theoretical picture of industrial block maturity and progression is shaped.This thesis finds out the problems of multiple dimensions,such as environmental mechanism playing the adaptation function,economic mechanism serving the goal achievement function,political mechanism guiding the integration and upgrading of resources,and cultural mechanism maintaining the operation mode.Besides,from four observation dimensions of means,main objectives,norms and values,the following four key paths are proposed.First,it is suitable for the strategic planning of rural revitalization.The second is to promote the orderly achievement of the strategic goals of rural revitalization;the third is to integrate the internal system and structure of industrial blocks;the fourth is to maintain the continuous output of the positive efficiency of rural culture,and finally realize the two-way mutual promotion of the development and governance optimization of industrial rural industries.
