De-Embedding And Re-Embedding:Realistic Obstacles Of Grass-Roots Smart Governance And Reshaping Of Its Theoretical Path

As a new trend in the paradigm shift of governance in the era of intelligence,grassroots smart governance relies on intelligent technology and successfully constructs a new form of government in which virtual technology and governance practice are embedded tightly.However,the embedding of intelligent information technology has also led to grass-roots governance’s excessive emphasis on the decisive role of technology,which instead has the ability to counter governance and fall into the paradox of "negative energy" in technology.The root cause of these problems is that the grassroots one-sidedly understand the construction of intelligent governance as a single dimension of "technology embedding",while ignoring the construction of supporting elements such as subjects,cognition,systems,and resources,resulting in the lack of systematization and integrity of intelligent governance at the grassroots level.The analytical framework of embedded governance is an effective tool to solve this "de-embedding" dilemma.By referring to the relevant theories of embedded governance,this study constructs a five-dimensional embedding-analysis framework of subject-cognition-institution-resource-technology".Shaping the road and other levels,exploring how to realize the logical transformation of "deembedding to re-embedding".In the stage of case presentation,starting from the five levels of embedded background,embedded origin,embedded space and process,embedded mechanism,and the effect after embedded,the grass-roots wisdom governance embedded practice of County A Real Estate Registration Center is fully deconstructed.In the stage of problems and incentives,from the five dimensions of "subject-cognition-institutionresource-technology",we will conduct an in-depth interpretation of the"disembedded" state existing in grass-roots wisdom governance,and analyze the specific reasons which lead to the above-mentioned"disembedding" dilemma from the perspective of cognitive logic,institutional logic and technology logic.Finally,based on the above analysis,put forward the practical strategies and methods to realize the"subject re-embedding-cognition re-embedding-system re-embeddingresource re-embedding-technical re-embedding" of grassroots intelligent governance,in order to provide feasibility for the construction of grassroots intelligent governance in underdeveloped areas policy suggestion.This study tries to break through the traditional "technological determinism" perspective,and reflect on the common problems in the process of embedding grassroots intellectual governance from the perspective of technological "negativity".It is worth noting that the ultimate goal of grassroots intelligent governance should be "people first" rather than "algorithm first".Realize the value conversion of its "empowerment".
