Study On The Governance Of Rural Human Settlements In The Context Of Rural Revitalization

The report of the 20 th National Congress of the Communist Party of China made“a fundamental improvement in the ecological environment and the basic realization of the goal of a beautiful China” as one of its overall goals by 2035,and again stressed the need of “comprehensively promoting rural revitalization”,and the requirements of “overall planning of rural infrastructure and public service distribution,and building a livable and business-friendly rural”.Strengthening the governance of rural human settlements environment is not just a part of rural revitalization,but also is an important grasp to achieve the goal of a beautiful China.Since 2018,when nationwide efforts were made to improve the rural human settlements environment,the rural human settlements environment has been greatly improved.However,the rural human settlements environment remains a weak point in the construction of a beautiful China.It is still urgent and necessary to study the problems and dilemmas of the governance of human settlements environment and to find better solutions and paths.This paper analyzes the practice of human settlements in Suyu District,Suqian City,through extensive literature reviews,questionnaire surveys and individual interviews.This paper describes 6 aspects of Suyu District’s work in detail,including toilet waste treatment,comprehensive disposal of rural waste,disposal of rural water environment,village developing planning,improvement of village appearance and supporting infrastructure.It is found that the district has made beneficial attempts in strengthening the leading role of the government,promoting village governance by classification,enhancing public participation,raising funds through multiple channels and creating typical cases,and has achieved some beneficial progress,so that it is a significant model to the less developed districts with certain economic development foundation.However,there are still some problems and dilemmas,such as the lack of participation of non-governmental entities as rural villagers and the third social entities,the lack of rural developing planning,the incomplete governance and the insufficient linkage between government departments,and it is still difficult to maintain the effect tiveness of governance.The main reasons are that the government takes over too much,the civilization and literacy of villagers is not sufficient,the path of participation is not enough,the rural developing planning can not keep up,the fund source of governance is single,and the long-term governance mechanism can not be formed effectively.Based on the experience of Gaogang village,Qiqiao Street,Gaochun District,Nanjing City,this paper proposes some countermeasures for improvement of human settlements environment of Suyu District,mainly including promoting multi-parties participation in the governance of rural human settlements environment,strengthening top-level design and scientific planning,strengthening integrated promotion and integrated governance,and establishing and perfecting long-term governance mechanism,etc.,hopefully help to promote the rural environmental governance of Suyu District to a higher level,to fundamentally improve the environmental landscape of rural areas,reduce pollution,and improve infrastructure and public services,and to enhance the sense of happiness of the rural people.
