Research On Urban Community Consultative Governance From The Perspective Of Consultative Democracy

Community is a new form of social organization which is flourishing with the process of urbanization.It is the basic unit of social governance.Urban and rural community governance concerns the implementation of the party's and the state's major policies,concerns the immediate interests of the residents,concerns urban and rural grass-roots harmony and stability.Community governance is a new concept of urban community construction and management,which can effectively guide grassroots communities to achieve a good situation of self-government and make up for the failure of government and market in social management.The Third Plenary Session of the 18 th Central Committee of the Communist Party of China(CPC),in its decision on a number of major issues concerning the deepening of reform in an allround way,proposed improving the way of social governance,giving play to the leading role of the government,and encouraging and supporting the participation of all sectors of society,to realize the benign interaction of government governance,social self-regulation and resident autonomy.Urban community governance is an important part of social governance system,which points out the direction for solving the problem of urban community governance and achieving a good situation of urban community governance.In order to accelerate the development of urban communities,in recent years,the CPC Central Committee and the State Council have successively issued "Opinions on Strengthening and Perfecting Urban and Rural Community Governance","Opinions on Promoting the Construction of Urban Communities Nationwide" and "Opinions on Strengthening Urban Community Consultation".The innovative development of urban communities provides guidance and advice,and provides institutional norms for urban community governance.All localities actively carry out urban community governance practices and have formed some typical community governance models.Today,with the rapid development of community governance at home and abroad,how to adhere to the construction of the national central city and strengthen grassroots social governance,take a new approach to urbanization in Zhengzhou with people as the core,and lay the foundation for the construction of the national central city have become an urgent need The subject of concern.This article takes D community consultation governance in Zhengzhou City as an example,analyzes its development status and existing problems,and focuses on regional governance analysis to summarize China's problems in urban community consultation governance.Through analysis,it can be seen that the current urban community consultation governance in China has made remarkable achievements in resolving community problems,exploring the negotiation and discussion system led by party building,establishing residents 'councils,and strengthening community cultural construction.At the same time,some problems and deficiencies were also found in practice,mainly including issues such as negotiation subjects,negotiation platforms,negotiation procedures and negotiation systems.In response to these issues,some suggestions were put forward at the end of the article,with a view to better promoting our cities Provide useful reference for the development of community consultation governance reform.
