Research On The Influencing Factors And Optimization Strategies Of Urban Community Negotiation Governance Effectiveness

Since the 18 th National Congress of the Communist Party of China(CPC),China has repeatedly put forward the development strategy of extensive,multi-level and institutionalized consultative democracy,and clearly pointed out that it should be an important part of China's political restructuring.Urban community consultation is an important part of grassroots consultation,and effective consultation and governance become the key to improve the quality of consultation and solve the dilemma of community governance.This paper takes typical cases of community consultative governance in 20 cities across the country as samples to explore the influencing factors and optimization strategies of the effectiveness of urban community consultative governance,which is conducive to improving the level of community consultative governance and achieving high-quality development of communities.Based on the systematic combing and analysis of multiple cases,it is found that there are still some problems in urban community consultation in China,such as the lack of initiative of the subject,the separation of topics from practical needs,the low operating efficiency of the platform,the vague and disordered procedures,the weak construction of cultural environment,and the absence of supervision and feedback mechanism.Therefore,based on deliberative democracy theory,public value theory and network governance theory,this paper constructs an analytical framework for the effectiveness of urban community deliberative governance.Through fuzzy set qualitative comparative analysis method,this paper explores the impact of three dimensions and six variables on the effectiveness of urban community consultative governance: initial condition(negotiation topic,negotiation subject)process condition(negotiation platform,negotiation degree)and guarantee condition(negotiation culture,consultation supervision feedback mechanism).The results show that negotiation topics,negotiation subjects and negotiation procedures are the main influencing factors,while negotiation platform,negotiation culture and negotiation supervision feedback mechanism are the secondary influencing factors.Among them,the negotiation subject is a necessary condition to realize the effectiveness of urban community consultation governance.In the case with better consultation effect,the negotiation subject is characterized by pluralism,discourse equality and certain negotiation ability.The six factors have a combined effect on the effectiveness of urban community consultative governance,which can be classified into three consultative models: "demandoriented","institutional-embedded" and "value-consensus"."Demand-oriented" negotiation focuses on the negotiation issues and takes the expression of residents' actual needs as the core."Institution-embedded" consultation pays attention to the construction of platform,procedure and supervision feedback mechanism,and takes standard system construction as the core."Value consensus type" consultation emphasizes the identification of consultation culture and the construction of community,with the consensus reaching of public value as the core.Based on this,this paper proposes optimization strategies for the effectiveness of urban community consultative governance from the aspects of demand expression,institutional norms and value guidance.Firstly,in terms of the improvement of the demand expression mechanism,the collection channels should be unimpeded and the list of items should be detailed.Secondly,in terms of standardizing the framework of consultation system,various platforms should be set up,consultation procedures should be standardized,and supervision and feedback mechanism should be improved.Finally,in the aspect of promoting the consensus of consultation value,we should optimize the consultation structure,strengthen the consultation consciousness and cultivate the consultation culture.
