A Study On Traditional Chinese Medicine Industry Policies In Longxi County Of Gansu Province Based On Text Analysis

In May 2022,the General Office of the State Council issued the 14th Five-Year Plan for National Health,which provided a comprehensive deployment regarding the work of traditional Chinese medicine during the period of the “14th Five-Year Plan”,while putting forward a major project for the revitalization and development of traditional Chinese medicine.The report of the 20th CPC National Congress suggested that it is imperative to persist in taking people’s health as the center,adhere to the integrity of innovation and heritage of development,so as to accelerate the development of traditional Chinese medicine industry.Longxi County,located in southeastern Gansu Province,is the core area of the National Comprehensive Experimental Zone for the Development of Traditional Chinese Medicine Industry,which has been approved as a base for the special industry of traditional Chinese medicine in the high-tech zone,as well as a national base for the breeding of superior species and germplasm resources of traditional Chinese medicine,a national base for guaranteeing the production and supply of raw materials for traditional Chinese medicine,in addition to a national strategic reserve base for traditional Chinese medicine.The traditional Chinese medicine industry in Longxi County has preliminarily formed a distinctive industrial development system,which has also become the primary industry of the social and economic development of the county.As a national poverty-stricken county,the development of the traditional Chinese medicine industry has contributed significantly to the comprehensive poverty alleviation in Longxi County,which has served as an essential engine for the high-quality development of the county economy and the promotion of rural revitalization.In the process of research and development of the special traditional Chinese medicine industry policies in Longxi County,there exist a number of issues,while the identification of issues to seek practical solutions,and to facilitate the better development of traditional Chinese medicine industry in Longxi County serves as the primary research content of this paper.For this reason,this paper takes the text of the traditional Chinese medicine industry policies of Longxi County as the entry point,and probes into the deficiencies and causes of the traditional Chinese medicine industry policies of Longxi County,followed by proposing targeted suggestions for the optimization of the traditional Chinese medicine industry policies of Longxi County.On the basis of domestic and foreign research results,this paper takes industrial development theory,public policy theory and text analysis theory as the theoretical basis,takes the traditional Chinese medicine industry policy texts of Longxi County as the research subjects,while comprehensively applying a combination of qualitative and quantitative research methods such as literature research method,case study method,questionnaire survey method,content analysis method and social network analysis method.On the basis of a sufficient understanding of the actual development of traditional Chinese medicine industry in Longxi County,the traditional Chinese medicine industry policies of Longxi County are compiled,supplemented by ROSTCOM6 text content mining system to conduct a detailed analysis of its textual content,to gain an understanding of its policy development focus,the evolution of policy objectives and the trend of policy development,with a view to identifying the issues of the traditional Chinese medicine industry policies of Longxi County.It covers: the issues of traditional Chinese medicine industry policies of Longxi County itself and the issues of low recognition of traditional Chinese medicine industry policies of Longxi County,and analyze the reasons for the existence of issues of its policies,thereby putting forward the suggestions for the optimization of traditional Chinese medicine industry policies of Longxi County.It is hoped that this paper will provide the right guidance in the direction and favorable institutional environment for the development of traditional Chinese medicine industry in Longxi County,facilitate the sustainable and solid development of traditional Chinese medicine industry in the county,boost the revitalization of the industry,so as to achieve the grand goal of“Capital of Medicine in China”,in addition to providing relevant reference for the development of traditional Chinese medicine industry in other regions.
