The traditional form of self-governance has played an important role in the development of rural society.With the development of economic and social environment and the change of rural policy,the role of farmers in rural public affairs is also changing.After the reform and opening up,the state guaranteed peasants' right of autonomy in the form of law.However,in practice,there are many new problems in the governance of rural public affairs.The rural grass-roots self-government system can not meet the needs of rural governance very well,and new crises have arisen in rural governance.In recent years,some villages have explored new forms of autonomous governance of rural public affairs through various attempts of collective action of villagers,which has opened up a new way to solve the problem of governance of rural public affairs.By analyzing the existing governance experience,this paper explores the logic of peasants' collective action,in order to find out the law of autonomous governance of rural public affairs in China,and provide useful suggestions for improvement of rural governance.This paper chooses two cases of rural public affairs governance in Y county to study the process of self-governance.Based on Ostrom's theory of self-governance and Olsen's theory of collective action,it analyses how to achieve collective action in different public affairs.Through field research,this paper studies the supply of public cultural products and the process of peasant cooperation in the construction of beautiful countryside,analyses the common factors affecting peasant collective action in two cases,and summarizes five elements of peasant collective action,including the necessary premise of cooperation,system source,internal motivation,trust environment and social capital.The research proves that effective autonomous governance of rural public affairs can solve the problems of system supply,credible commitment and mutual supervision.The successful collective action of villagers is achieved under the interaction of the above five factors.Finally,on this basis,three suggestions are put forward to improve the autonomous governance of rural public affairs: "reconstructing power and responsibility,clarifying the responsibilities of Party committees and government","organizational reengineering,promoting the benign operation of autonomous organizations" and "recapitalizing capital,cultivating social capital for collective action".
