| With the rapid development of social economy,property management has become an important part of grass-roots governance,which plays an irreplaceable role in improving the quality of the community,improving the living environment,and assisting the grass-roots government in social governance.Especially after the outbreak of the new coronavirus in 2020,property service enterprises have become the "steel shield" in the front line of epidemic prevention and control,guarding the life safety of the vast number of people,and the role of property management in grassroots governance has become increasingly prominent.With the continuous improvement of people’s quality of life,residents’ requirements for property management in residential areas are also increasing,especially in commercial residential areas,where property disputes are rising year by year,and property management problems have become an inevitable problem in current social governance.In the context of the social governance pattern of co-construction,co-governance and sharing,it is necessary to further improve the government’s supervision of the property industry,and incorporate multiple subjects into the community governance,build a property management system of multiple co-governance,and jointly promote the harmonious development of society.Based on the theory of the relationship between government and market and the theory of governance,this paper studies the dilemmas and countermeasures of government supervision in the property management of Zhoushi commercial housing community in Kunshan City through case analysis,questionnaire survey,statistical analysis,literature research and other methods.The paper first sorted out the current situation of government supervision of the property management of commercial housing residential communities in Zhoushi Town and put forward three major dilemmas in the current government supervision: first,the government’s insufficient supervision and support of property service enterprises;second,the government’s guidance and coordination of owners’ committees are not in place;third,the regulatory powers and responsibilities of government functional departments are not straightening out.Secondly,it analyzes the causes of the dilemma from the perspective of government functions,which are manifested in the imperfect construction of property management legal system and related supporting measures,the lack of effective guidance of the government to the owners’ property management concepts and behaviors,and the imperfect supporting mechanism of property management supervision.Based on this,the paper puts forward some countermeasures and suggestions to solve the dilemma of government supervision in the property management of commercial housing residential communities,such as establishing and improving the legal and regulatory system of property management,strengthening the guidance and supervision of property related subjects,improving the property management supervision mechanism of commercial housing residential communities,and building a co-governance and sharing property management system. |
