High-level talents are the core of talent groups.An efficient high-level talents policy and policy system will directly affect the effect of the policy on attracting talents.Therefore,it is very important to evaluate the effectiveness of regional high-level talents policy to improve the optimization measures of high-level talents introduction policy.This paper uses Smith’s theory of policy implementation as an analytical framework,and takes synergy theory as a perspective,and finds out several problems existing in A district’s high-level talent policy and introduction status: at the policy formulation level,there are vague clauses in the policy text;insufficient control over possible risks of policies;lack of institutional mechanisms for policy updating.At the policy implementation level,the overall process efficiency is not high,and specific work relies on manual work;there are many problems in guiding and communicating with talents;there is insufficient synergy among policy subjects,lack of overall linkage and normal communication mechanisms.In view of these problems and combined with empirical results,this paper puts forward optimization suggestions and measures for A district’s high-level talent policy in terms of policy formulation,policy operation and policy environment.First of all,we should grasp the efficiency and effectiveness of policy implementation at the level of policy formulation,meet the development needs of different groups of high-level talents,and provide bottom-up protection for policy risks.Secondly,establish a normalized multi-party communication mechanism,unify consultation standards,and enhance synergy among policy implementation subjects through electronic means.Finally,create a suitable environment for attracting high-level talents.
