With the implementation of the Strategy of Reinvigorating China through Human Resource Development in 2002,human resource is attached to more importance.Chinese government has issued a lot of policies on talents,which is right the most effective way of realizing effectiveness of human resource.Therefore,its crucial function can't be ignored.High level talents have been the core resources in talent contest of all areas.And a lot of relevant policies about high level talents have been issued in succession in all areas.As a rapidly developing city of Central China,Zhengzhou has issued a series of policies about high level talent contest and the development of high level talents.Policy tool is the research perspective of the thesis.Based on the quantitative analysis of high level talent policies content of Zhengzhou,the thesis discusses what policy tool structure is used in the high level talent policies issued by Zhengzhou government and the relationship between policy objective and policy tool.The thesis also integrally analyzes high level policy content of Zhengzhou in recent 10 years,finds out disadvantages and put forward suggestions,which is significant for the optimization of Zhengzhou's high level talent policy.By using literature analysis,the thesis makes literary review of relevant literatures,which offer research ideas and theory base for this thesis.By using the theory of classified policy tools of put forward by Roy Rothwell and Walter Zegvelad,I build up policy tool-policy objective two dimension analysis framework of high level talent policy.Based on research theme of policies,I encode high level talent policy content through Nvivo app and arrange the data,and make quantitative analysis of statistics under two dimension analysis framework.At last,through two dimension analysis,I get research conclusion and put forward relevant policy advice.Main conclusions are as follows: as for policy tool,demand based policy tool is not frequently used;the inside structure of all types of policy tools is significantly different and combined use of different tools is imbalanced;as for policy objective,it basically adapts to the primary development of the deployment of the Strategy of Reinvigorating Zhengzhou through Human Resource Development.
