A Study On The Optimisation Of Government Behaviour In The Development Of Rural Tourism

The "rural revitalization" strategy is a new strategy of the CPC Central Committee with Comrade Xi Jinping at the core,for the work of the "three rural areas" and is an important historical task for "building a moderately prosperous society and a socialist modern country in an all-round way." This is also the general understanding of the Party and the Government of the issue of "three peasants’ ’in the new period.As an important measure to implement the national rural revitalization strategy,rural tourism is also a powerful starting point to consolidate the achievements of fighting poverty and promote rural revitalization.It plays an important role in promoting rural integration,urban-rural network optimization and urban spatial planning.Under the impetus of the rural revitalization strategy,the development of rural tourism in the Northwest Territories has achieved great results.This paper selects the rural tourism development of Ohela village in cooperation city of Gannan Tibetan Autonomous Prefecture,Gansu Province as the research object,based on the analysis of past research results,this paper adopts meta-governance theory and new public service theory,combining questionnaire survey,interview and other research methods,to make a certain analysis and probe into the government behavior in rural tourism development.The study found that despite the important role played by local governments in the development of rural tourism,some problems remain.By distilling the problems,the reasons for such problems are: weak rural economic development,misalignment of roles within and outside government responsibilities,inadequate government coordination role and inadequate development planning.Developing rural tourism requires government leadership and facilitation,as well as modernising government governance and capacity-a complex and challenging task.How well a government performs as a leader and manager of rural tourism development is directly linked to the healthy and orderly development of rural tourism.Only through the interaction between government and the market can rural tourism function well.Based on the experience of other municipalities in promoting rural tourism development at home and abroad,it is important for the government to optimise the performance of its functions in rural tourism development by deepening conceptual changes,raising awareness of scientific management,adjusting the focus of its functions,strengthening its public service functions,optimising the structure of its functions,making full use of its coordination functions,improving the way it performs its functions and innovating in its operational mechanisms.
