| The "Visiting,Benefiting and Gathering" village team in CPC is a new grass-roots organization team built by the Communist Party of China in response to the new tasks and requirements of the new era in Xinjiang,which plays an irreplaceable role in promoting national unity,maintaining long-term social stability,and achieving poverty alleviation and prosperity.The fact has proven that the implementation of the "Visiting,Benefiting,and Gathering" village work team system in Xinjiang has made positive contributions to driving economic development and rallying cadres and the masses,and is an effective and important measure.With the transformation of Xinjiang’s development goals,grassroots governance requirements,and the changing needs of the people,the system of the "Visiting,Benefiting,and Gathering" village work team in Xinjiang urgently needs to be optimized.Improving the system of "visiting,benefiting,and gathering" village work teams in Xinjiang has become an important way to solve political stability,economic development,and ethnic unity in Xinjiang.This article uses research methods such as literature review,case analysis,and field research to qualitatively analyze the construction and effectiveness of the "Visiting,Benefiting,and Gathering" village work team system in Kecun,J County,Xinjiang.It explores the construction of the "Visiting,Benefiting,and Gathering" village work team in Kecun,J County from its inception to the present day.Starting from the practical content of the selection,guarantee,and assessment of the "Visiting and Benefiting Gathering" village work team system in Kecun,J County,it was found that the "Visiting and Benefiting Gathering" village work system has practical difficulties in selecting cadres,implementing the guarantee system,and carrying out work.The research believes that the main reasons are the imperfect selection mechanism,imbalanced resource embedding,and unscientific top-level design.Therefore,the focus of optimizing the "Visiting,Benefiting,and Gathering" village work team still lies in: firstly,promoting the standardization of the selection system,specifically selecting based on rural conditions,standardizing selection standards,and improving training mechanisms;The second is to promote the precision of resource guarantee,specifically by improving the funding guarantee system,scientifically setting up the approval process,and enhancing the cognitive definition of village cadres;The third is to promote the scientific supervision and assessment system,specifically improving the assessment and supervision mechanism for village cadres,implementing comprehensive evaluation through democratic evaluation,and improving the incentive mechanism and effectiveness. |
