The implementation of the rural revitalization strategy is an important measure put forward by China to adapt to the development of the new era,and the prosperity of the industry is an important cornerstone of the overall revitalization of the countryside.As the "main leader" of the rural work,the village leaders are the "leading geese" of the development of the rural industry,and play a vital role in the implementation of the revitalization of the rural industry.Therefore,the working ability of village leaders affects the development of rural industry.How to improve the working ability of village leaders in the development of rural industry has become a practical problem faced by governments at all levels.This paper is selected from the perspective of rural industrial development,and tries to propose ways to improve the working ability of village leaders.In order to deeply study the working ability of village leaders in the development of rural industry,this paper summarizes the basic composition of the working ability of village leaders in the development of rural industry as scientific decision-making,core leadership,policy implementation,learning and innovation,and hub coordination through consulting relevant literature and materials,and develops the questionnaire on the working ability of village leaders in the development of rural industry.Taking B Town,G County,Jingzhou City as an example,the field survey and questionnaire survey were carried out,and the results of the questionnaire survey were analyzed.It was found that the knowledge reserve of village leaders in B Town was not consistent with the development of rural industry,the endogenous motivation for the development of rural industry was insufficient,and the working ability was not consistent with the development of rural industry.Making full use of the "hierarchy of needs theory","two-factor theory" and "collaborative governance theory",this paper analyzes the reasons why the working ability of village leaders in the development of rural industry in town B can not be effectively played,including five aspects:imperfect fault-tolerance and error correction mechanism,imperfect incentive and care guarantee mechanism,lack of scientific and effective assessment and evaluation,lack of timely and necessary education and training,and imperfect interest linkage mechanism.According to the actual situation of B Town,five ways to improve the working ability of village leaders in the development of rural industry are proposed:improve fault-tolerance and error correction,and improve scientific decision-making ability;Increase the incentive guarantee and enhance the core leading ability;Improve the assessment,reward and punishment,and consolidate the ability of policy implementation;Strengthen education and training,stimulate learning and innovation ability;Optimize the distribution of interests and improve the coordination ability of hubs.
