Research On Multi-Governance Of Consumer Rights Protection In Z City

At present,China is in a new stage of economic development from high-speed development to high-quality development,consumption has become an important means to boost domestic demand and promote domestic economic growth.With the improvement of economic level and technological progress,the consumer field is constantly appearing online shopping,group purchasing,prepaid consumption and other new business models,and the consumer’s demand for the protection of rights has also shown the characteristics of personalized and diversified.The traditional consumer protection model,which is based on market supervision and consumer associations,is no longer able to meet the needs of consumers,which seriously affects the people’s experience and the development of social harmony in China.Although the state has enacted a series of laws and regulations to protect the rights of consumers,government resources are always limited compared to the huge and growing number of consumer disputes and complaints,and must bring in the power of social parties to jointly defend rights.Therefore,improving and optimizing the multigovernance of consumer rights is both an inevitable requirement for the development of market economy and an important way to improve the level of market supervision to achieve social governance,which is related to the healthy and sustainable development of socialist market economy with Chinese characteristics.This study takes Z city as the research object and investigates the issue of multigovernance for consumer protection in Z city.Firstly,the relevant research results at home and abroad are sorted out,the concepts of consumers,consumer rights and consumer protection rights are defined,and cooperative governance theory,polycentric governance theory and information asymmetry theory are elaborated as the theoretical basis of the study.Then,through literature review,questionnaire survey and interview method,we analyze subjects involved in consumer rights protection in Z City.We summarize the effectiveness of consumer rights protection and the main problems.It was found that there are mainly problems such as laws and regulations difficult to adapt to the new consumption mode,administrative supervision departments shifting responsibilities,unclear identity of consumer organizations,low participation of industry associations and chambers of commerce,inaccurate media supervision,and prominent dishonesty of operators.The main reasons are that the current laws lag behind socioeconomic development,the judicial relief procedures are complex,the administrative departments are not clear about their respective powers,the legal positioning of consumer associations is unclear,the self-discipline and autonomy ability of industry associations is insufficient,the media has a strong demand for profit,and the cost of dishonesty for operators is low.Finally,in view of the above problems and causes,we propose the optimal countermeasures to strengthen the multiparty governance of consumer protection,i.e.,to build a multigovernance model of "government-led,industry self-regulation,social supervision,and public participation",to strengthen the leading position of government departments in consumer protection,to improve legislation,to strengthen law enforcement,to simplify justice,and to enhance other The government should strengthen the leading position of government departments in consumer protection,improve legislation,strengthen law enforcement,simplify justice,and enhance the autonomy,initiative and supervision of other social governance parties,such as consumer associations,industry associations and chambers of commerce,and the media.At the same time,we will improve the main responsibility of operators and the ability of consumers to defend their rights,establish a credit mechanism for consumer protection,and form a network of multi-governance for the whole society to create a safe and secure consumer environment.It is expected that this study will provide ideas and suggestions for solving the real problems in consumer protection rights in Z City,and also some suggestions for other regions to solve similar problems.
