Research On The Construction Of The Framework Of Consumer Rights Protection System Of Beijing By The Polycentric Governance Theory

Consumption is an essential part of people's life,and consumption security not only affects people's health,the healthy development of economy and the stability of social order,but also affects the whole image of the government and the country.In the past,a lot of scholars have applied the polycentric governance theory to the research of the food safety,drug supervision.But in this paper,the consumer rights protection of Beijing is the research object.Using The polycentric governance theory,and by the method of literature study,case study,comparative study and so on to analyze the current situation of the consumer rights protection system of Beijing.Find the existing problems,and then conduct a comprehensive analysis for those problems.Based on the Comparison of domestic and foreign literature,to analyze and construct the consumer rights protection system of Beijing,First,from the legislative,judicial and administrative protection,self-discipline,social supervision and so on to analyze the status quo.At the end of the paper,in the framework of polycentric governance theory,constructing the consumer rights protection system of Beijing from the government,enterprises and industry associations,consumers,media and the participation of main body.This paper provides the new Angle of view and theory for constructing the consumer rights protection system of Beijing.So it can promote the healthy development of the consumer rights protection,and also can promote the safe and orderly operation for the consumer market of Beijing.This paper is divided into six chapters: The first chapter is the introduction part,mainly put forward the writing background,research significance in this paper.then,analysis and summarize the related literature review,and explain what research method this paper using,and introduce the research route and the research framework;The second chapter is the related concepts and theoretical basis,elaborates the core concept and the basic theoretical,laying theoretical basis for the article;The third chapter is the development and status quo of consumer rights protection of Beijing,then analysis and illustration the development and current situation of the consumer rights protection system of Beijing,and summarize the situation of the consumer rights protection of Beijing in different periods.The fourth chapter is the existing problems and causes analysis of the consumer rights protection system,and from the consumers' rights and interests legal protection,administrative protection and judicial relief way,industry association self-discipline system and business operators self-discipline,social supervision and education guide,and then analysis the causes of these problems accordingly;The fifth chapter is the construction of the framework consumer rights protection system of Beijing by The polycentric governance theory,respectively from the government,the enterprise operators,industry associations,consumers and other main body to build,and using social supervision throughout the system,and finally analyzes the main body‘s interactive relationship of the consumer rights protection system;Chapter six summarizes the main findings of this thesis,mainly to illustrate the deficiency existing in this paper,and in the last,look into the future perspective for this paper.
