With the development of the economy and society,the acceleration of urbanization,and the continuous deepening of social reform,more and more conflicts and disputes have emerged,such as neighborhood disputes,issues between owners and property management,and issues between enterprises and employees.On the one hand,this reflects the imbalanced and insufficient development of society,and some aspects still lack standardized management.On the other hand,citizens’ legal awareness is gradually awakening,and the means of safeguarding rights are gradually increasing.More problems are exposed in people’s vision,causing numerous reactions from the masses.Therefore,how to handle the contradictions around the masses has become a problem that the government cannot ignore.Throughout the development of China’s petition system in recent decades,the government has continuously innovated and reformed the petition system,and the petition department has made resolving conflicts and disputes more humane,fair,transparent,and standardized.Since the implementation of the Petition Regulations in January 2005,it has provided institutional guarantees for the petition department,making resolving conflicts and disputes through the petition department a path of trust for the people.However,there is still a significant gap between the handling of conflicts and disputes by the petition department and the expectations of the masses themselves.There are often cases where the masses are dissatisfied with the government’s handling opinions and go over the level to petition.When the government handles conflicts and disputes,it does not fully understand the psychology of the petitioners and does not meet the needs of the masses for the government’s ability to solve them,resulting in a situation where the government and the petitioners play games with each other.At present,due to the different economic development and social reform procedures in different regions,conflicts and disputes occur in different regions,and some scholars’ research on petition issues is not precise enough in some areas.This article takes Yidu City,a central city,as an example to understand the current grassroots conflict resolution system through typical petition cases in Yidu City,analyze the reasons for the problems,and explore the development direction of the future grassroots conflict resolution system under the current government led conflict resolution system,constructing a dual pattern of political and social complementarity.At the same time,introduce the current situation and positive practices of Yidu’s petition work,use collaborative governance theory combined with the "three-level and six-step" conflict resolution mechanism implemented by Yidu,and introduce how to integrate relevant resources and forces to construct a refined conflict resolution system.The "Three Levels and Six Steps Method" focuses on uniting the efforts of village,township,city,and petition departments,as well as various units directly under the city,in combination with local management and industry specialization to improve the resolution of petition conflicts and disputes.At the same time,it establishes a work linkage mechanism,a contradiction problem screening mechanism,a problem discussion system,and a government and organizational supervision mechanism,so as to achieve hierarchical resolution of conflicts,improve the efficiency of contradiction resolution,and effectively resolve conflicts in the central region Building a new era of "co construction,co governance,and shared social governance pattern" is of great significance.The focus of this article is to propose solutions and suggestions through case analysis,and to deduce them layer by layer through case problem cause suggestion.Based on the petition demands and psychological processes of modern society’s petition masses,and drawing on the experience of more advanced regions in China’s petition work,such as the "Fengqiao experience","Futian model",and "cloud based petition",combined with the actual petition situation in Yidu City,five targeted and effective suggestions are proposed.One is to open up channels for petitions and pay attention to people’s demands;Secondly,improve political standing and transform government functions;The third is to promote legal culture and establish legal thinking;Fourth,cultivate social organizations and promote grassroots autonomy;Fifth,integrate legal resources and standardize resolution procedures.These measures will be beneficial for the petition department of Yidu City to deeply understand the current situation of petition in Yidu City and the psychological process of petitioners,optimize the existing "three levels and six steps",provide creative suggestions,and improve the efficiency of petition workers.Taking Yidu’s petition work to a higher level,in line with the expectations of the petitioners towards the petition department...
