Study On The Optimization Of Government Emergency Management In Major Power Emergencies

In the new era,the Party Central Committee and the State are paying more and more attention to the emergency management of social mass events.Power emergencies involve all aspects of the economy and society,and if they are not handled effectively,they may produce social mass events.General Secretary Xi Jinping pointed out,"Coordinating development and security,enhancing the sense of worry,and being prepared for danger in times of peace is a major principle of our Party’s governance." In major power emergencies to do a good job in risk research and diagnosis,crisis warning,emergency response and other work,to enhance the local government in the power emergencies in the emergency management capacity,prevention and control of major security risks,to resolve the impact of emergencies,is an important element of local government to promote the modernization of governance.q county is located in the mountainous region of western min,showing seasonal rainy,abnormally low temperatures and other climatic phenomena,many times by floods,rain and snow freezing and other sudden natural disasters,all of which have issued challenges to the Q County government’s power emergency response capability and the safety and reliability of power supply.This paper is based on emergency management theory and collaborative governance theory,and mainly uses literature research method,questionnaire survey method and interview method to carry out the research.By collecting literature on the emergency management of major power emergencies in Q county government,we summarize the relevant measures in the emergency disposal of major power emergencies in local government,the actual cases of power emergencies,and the management mode of government about power emergencies.We will sort out and analyze the relevant theories of domestic and foreign emergency management and the development process of emergency management at the present stage,and provide references to the analysis and research of the current situation of emergency management of Q County government in major power emergencies from multiple dimensions.A questionnaire survey was conducted on the current situation of emergency management of Q county government in response to major power emergencies,mainly concerning the organization of emergency management of Q county government in major power emergencies,monitoring and early warning of power emergencies,information gathering and communication mode,coordination and linkage mechanism,and the current situation of power grid infrastructure construction.Interviews were conducted with relevant staff of Q County government emergency management,staff of emergency management of power enterprises such as State Grid Q County Power Supply Company,emergency management and emergency rescue industry,etc.Interviews were conducted around the current situation of emergency management of Q County government and power enterprises in power emergencies,including the organization of power emergency management,early warning and pre-control of power emergencies,and the main practices of power emergency management.We analyzed the current situation of emergency management of Q county government in major power emergencies and concluded four main problems:poor information communication and poor linkage between government and enterprises in power emergency management,poor implementation of pre-control measures for power emergencies,poor emergency management training and emergency drills,and inability of power emergency infrastructure to meet emergency needs.The reasons for the problems of emergency management of Q county government are analyzed from the aspects of imperfect organizational linkage mechanism of emergency management,unsound responsibility mechanism in emergency management system,weak awareness of crisis leading to low attention to emergency training and drills,and insufficient financial investment in electric emergency infrastructure.On this basis,the enhancement measures such as strengthening the emergency management organization system,deepening the construction of the emergency management system for electric power crisis,strengthening the awareness of local government and society in electric power crisis,and optimizing the emergency material reserve mode in major electric power emergencies are proposed as a way to improve the effectiveness of local government’s emergency management for major electric power emergencies.
