Research On The Optimization Of Business Environment In Yichang City Under The Background Of "Streamlining Administration,Delegatingpowers,Improving Regulation And Services"

A high-quality business environment is closely related to the economic development and foreign investment attraction of a country or region.In order to achieve the goals of economic policies,governments around the world are currently committed to optimizing the business environment.A favorable business environment can attract more investment,stimulate innovation and development of enterprises,and enhance market competitiveness.Additionally,a high-quality business environment can improve government efficiency,strengthen government credibility,and enhance citizens’ well-being.In China,the government is actively promoting the "streamlining administration,delegating powers,and improving regulation and services" reform,aiming to further improve the business environment.Currently,optimizing the business environment has become an important aspect of government work in order to provide better public services.To this end,China has issued a series of policies and regulations,including the "Regulations on Optimizing the Business Environment," to support the optimization of the business environment.Local governments are actively exploring and implementing measures to continuously improve and optimize the business environment.Yichang City is implementing the decisions and deployments of the Central Committee and the State Council,as well as the requirements of the provincial Party committee and government.It benchmarks against international and domestic leading standards and the expectations of market entities,adheres to the creation of a high-quality business environment,promotes market vitality,and ensures steady progress in urban development.Against the backdrop of the "streamlining administration and delegating power" reform,this article selects Yichang City as the research object.Starting from the perspective of optimizing the business environment,the introduction of the new public management theory and government intervention theory clarifies that the government should position itself as a "service" rather than a "steering" role.In the research process,through interviews with relevant department heads of the "streamlining administration and delegating power" reform,the current situation of the construction of Yichang’s business environment is explored in depth,and a survey questionnaire is distributed to market entities in Yichang City to understand the satisfaction and suggestions of enterprises and the public on the current business environment of Yichang.Through the investigation,it was found that there are still gaps between the government environment and construction goals,the fairness of the market environment needs to be improved,the standardization of the legal environment needs to be strengthened,and the talent and technological strength cannot support enterprise innovation in Yichang City.This study provides useful references and insights for further promoting local economic development in China and optimizing business environment measures.
