Study On Road Traffic Safety Management In Urban-Rural Fringe Of Fuzhou City

Modern road transportation has become a symbol and symbol of civilization and progress,and an indispensable component of social life.However,while human society enjoys the convenience brought by modern road transportation,it also pays a heavy price in terms of life,health,and property safety.How to improve road traffic safety and prevent and reduce the harm caused by traffic accidents has become a worldwide problem.The urban-rural fringe area has the advantages of being close to the urban area,convenient transportation,unobstructed information,and having both urban and rural advantages.In addition,it has large traffic flow,a large number of migrant populations,and relatively low traffic safety awareness among residents,which leads to a high incidence and frequency of traffic accidents.Therefore,road traffic safety management in the urban-rural fringe area is a very important issue in improving our traffic safety.This study is based on the theory of new public management,Heinrich’s theory of accident causes,and the theory of "government failure".The study focuses on the urban-rural fringe area of Fuzhou City,and adopts research methods such as literature analysis,case analysis,and comparative analysis.Through field research,it was found that there are problems in the current situation of road traffic management in the urbanrural fringe area of Fuzhou City,such as insufficient road sight distance,poor road surrounding environment,a large proportion of non motorized vehicles in the vehicle type,and widespread traffic violations by non motorized vehicles,high vehicle speeding rates,pedestrians crossing the road at will,and pedestrian groups running red lights.Through the analysis of traffic accident data,it was found that the characteristics of traffic accidents in the urban-rural fringe area of Fuzhou City are: the main types of vehicles involved in accidents are non motor vehicles,the proportion of night traffic accidents is relatively large,the main types of accidents in accidents are vehicle to vehicle accidents,the accident location is mainly on road sections,and it is mainly concentrated in the motor vehicle lane.The probability of drunk driving vehicles causing traffic accidents is high The number of head injuries in accidents is the highest.Finally,by exploring the causes of traffic accidents,it was found that the influencing factors of road traffic management in the urban-rural fringe area of Fuzhou City include four factors: people,vehicles,roads,and road environment.Based on these factors,preventive measures were proposed: comprehensively implementing road traffic safety management responsibility entities,establishing safety hazard investigation and governance mechanisms,improving the application of science and technology in traffic safety management work Strengthen the enforcement of traffic safety laws,strengthen the construction of traffic safety culture,and focus on establishing a safety management guarantee mechanism.To prevent road traffic accidents,especially fatal accidents,and ensure the safety of people’s lives and property.
