| In recent years,the state began to pay attention to the role of new rural elites in rural governance.Many places have begun to explore the new rural governance model in which new rural elites participated.New rural elites gradually stepped into the area of rural governance.Practices in many places have proved that new rural elites’ participation in rural governance is an effective way to solve the problems in current rural governance.In the context of the country’s implementation of rural revitalization,new rural elites will certainly play an increasingly important role in rural governance.As an important force in rural governance,how should new rural elites properly position themselves and handle the relationship with other village governance entities to form an effective synergy in rural governance? It is a question worthy of research.This paper takes M Community in Jiangning District,Nanjing City,Jiangsu Province as a key case.Based on the perspective of multi-center governance theory,this paper uses a combination of interviews and questionnaires to study the effectiveness of new rural elites’ participation in rural governance.The study found that new rural elites are in a dilemma that discord with other rural governance entities,such as township government and the two village committees;lack of governance resources;inadequate supply of relevant systems.It order to make new rural elites’ play a better role in rural governance should improve from the following aspects.One is to build a rural multi-center governance system,so that the governance bodies can cooperate with each other,exert joint efforts,and optimize governance effects.The second is to expand the talent team of new rural elites,enrich their governance fund base to provide backup support for new rural elites to participate in rural public affairs.The third is to improve relevant rural legislation work,improve the internal management system and supervision mechanism of new rural elites’ organization.The new rural elites are the indispensable governing bodies in rural governance.We will continuously improve new country elites’ participation in rural community governance model and strengthen the promotion of new country elites’ participation in rural community governance experience. |
