Research On The Effect Of Financial Expenditure Policy On The Development Of Private Pension Institutions In SuZhou

With the aging of the population explosion,it was more and more pressure for family members to care for the old,social demand about elderly services increased,needs of professional and multi-level,diversified elderly services were shot up.How to care for the aged,where to spend the rest of life and whom to care for the old,become hot topics in these years.Meeting the needs in elderly pension services as one of the important works of the government,with the transformation of government functions,private nursing home have become increasingly prominent and become an indispensable part of the elderly services industry.Therefore,formulating reasonable and effective fiscal subsidy policies has become one of the important ways to promote the development of private nursing home institutions and further encourage social capital to join the elderly services industry.In addition to conventional research methods such as literature research,the author conducted a questionnaire survey on the old in Suzhou to analyze the specific needs of them.At the same time,field trip the nursing home in Suzhou to collect the current situation of government subsidies,fees,and occupancy of nursing home.This paper deeply analyzes the current government financial subsidy policies of private nursing home,analyzes the problems existing in the actual market activities of these policies,and explores ways to solve the problems,which is conducive to improving the utilization efficiency of financial funds,promoting the development of elderly services market,and meeting social needs.This paper starts with the theoretical generalization of the influences of government financial subsidy policies on the development of private nursing home,and sorts out the concepts of elderly services,public pension nursing home and private nursing home,as well as the necessity and mechanism of financial subsidy policies on the development of private nursing home.Secondly,by analyzing the contradiction between social demands in Suzhou and the current situation of private nursing home,as well as the imperfections of the current fiscal subsidy policies in Suzhou,the fiscal subsidy policies in pension nursing home,talents subsidy and government purchase of elderly services,In-depth analysis of the reasons behind the policy deficiencies,including weak operability of the policy,policy lagging,lack of publicity and guidance to the public,etc.And put forward the corresponding solution.And give suggestions as improve the financial and management system of private nursing home,establish and improve the information exchange feedback mechanism of pension nursing home to strengthen the effectiveness of the system,and increase the training strength of financial subsidies for profession。...
