Danzhou City Precision Poverty Alleviation Policy Implementation Research Based On Smith's Policy Implementation Process Model

How to eradicate poverty is one of the major international issues that need to be solved urgently in all countries of the world.As the largest developing country in the world,China's poverty alleviation practice with Chinese characteristics has achieved certain results,and the number of poor people is decreasing.However,there is still a certain gap between China's goal of building a well-off society in an all-round way by 2020.At present,facing the new economic situation,especially in the 13th Five-Year Plan,it was mentioned that we should win the battle against poverty,we should focus on achieving a comprehensive poverty alleviation for more than 70 million poor people in rural areas,and withdraw all the original poor counties.Faced with such a arduous task,according to the requirements of the "six precision" work,from the central government,to provinces,to cities and counties,and finally to poor households,the precision poverty alleviation policy strategy is being implemented,and a series of poverty alleviation policies and measures have been introduced.As a public policy,the precision poverty alleviation policy leads the poor people out of poverty and promotes the stable development of social economy.Therefore,under the new situation,how to achieve the maximum effect of precision poverty alleviation policy is one of the topics that need to be studied in our country.Taking Danzhou City of Hainan Province as an example,this paper first introduces the background and significance,research content and research methods of the paper from the perspective of policy implementation of Smith Process Model,then analyses the connotation of precision poverty alleviation policy,and then,on the basis of reviewing the development process of precision poverty alleviation in Danzhou City,carries out public policies from the policy itself,executing subject,target population and environmental factors.Starting with the four major elements,this paper focuses on the specific practices,achievements and existing problems of the implementation of the precision poverty alleviation policy in Danzhou during the 13th Five-Year Plan period.Danzhou city since the implementation of precision poverty alleviation policy,Since the implementation of the precision poverty alleviation policy in Danzhou,especially since the 13th Five-Year Plan,the battle to fight against poverty has been launched in accordance with local conditions.poverty has gradually decreased.The incidence of poverty in Danzhou has also dropped from 10.09%in 2016 to 0.85%in 2018.The effect of poverty alleviation is obvious.However,due to various reasons,during the 13th Five-Year Plan period,Danzhou encountered many obstacles in implementing the precision poverty alleviation policy.First,the policy itself was not comprehensive and perfect,the quantitative indicators were overemphasized,and the long-term mechanism was lacking.Second,the management service level of the executing agencies was weak,the coordination and coordination efficiency was not high,and the departments were monotonous.Third,the ideology of the target groups was old and rigid,and they depended on each other.Fourth,the implementation environment is not ideal.Based on the actual research,I put forward the corresponding improvement measures:first,to establish a correct concept of achievement,improve the precision poverty alleviation policy design;second,to clarify the responsibilities and powers of the executive agencies,to build a reasonable and precision poverty alleviation policy operation mechanism;third,to improve the overall quality of the target population,to build a good interactive mechanism;fourth,to create a good policy implementation environment.In this paper,a large number of data analysis and literature review are used to analyze and study the precision poverty alleviation work in Danzhou city from the academic point of view of public policy implementation,which further improves the implementation path of precision poverty alleviation policies in Danzhou city and other areas,and it is of great theoretical and practical significance to provide some reference for the real implementation of the Party and state policies.
