Implementation Of Employment Support Policy In D County Based On Smith Model

Employment is the foundation of people’s livelihood,and stabilizing employment is equivalent to preserving the happy life of thousands of households.During the epidemic prevention and control period,the state pointed out that "it is necessary to implement the employment priority policy".Whether in terms of economic development or epidemic prevention and control,whether in doing a good job in the "six stability" work or in the implementation of the "six guarantees" task,employment stabilization is in a relatively important position and has a certain priority.The strength and intensity of support is unprecedented.In 2022,the overall employment pressure of the country will not decrease.In particular,the number of new urban laborers who need employment will reach about 16 million this year,and the number of college graduates will reach 10.76 million,an increase of1.67 million over the previous year.volume hit a record high.Under this severe employment situation,the long-standing structural contradictions in some employment fields such as "difficulty in recruiting" and "difficulty in finding jobs" in the job market have not yet been fundamentally alleviated.Moreover,under the influence of the epidemic,provinces and cities are under great pressure to "prevent imports from abroad and prevent rebounds from within",which has added uncertainty to this year’s employment situation and increased risks and challenges.On the basis of collecting and arranging the data and information on the current situation of labor employment and the implementation of employment support policies in D County,this paper selects the literature analysis method,questionnaire method and interview method as the research methods,and uses the Smith model as the research framework.This paper studies the implementation of the employment support policy in D County from four dimensions: the main body of the employment policy,the object of employment support and the employment environment,analyzes the problems existing in the implementation of the employment support policy in D County,and analyzes the causes of the problems in detail.Based on this,we put forward countermeasures and suggestions for improving the implementation of employment support policies: in terms of policies,we should make policies more complete and sustainable;in terms of the main body of implementation,we should mainly improve the ability of policy implementation;and for the objects of policy action,we need a variety of ways to "combine boxing",in order to enhance its employability;in addition,it is also necessary to create a good social environment for the implementation of the policy.
