As a basic component of the education system,Secondary Vocational Education(thereafter referred to as SVE)mainly aims at developing vocational-skill education.Based on the people-oriented professional development,SVE plays an essential role in helping the students to acquire necessary vocational knowledge & skills and to receive moral cultivation,thus raising their awareness of professionalism and enhancing their competitiveness in professional positions.One of the rules governing the development of vocational education is that vocational education must be linked to social and economic development in that the development of modern vocational education can not only ease the current employment pressure,but also solve the shortage of high-skilled labor force.The second rule is that vocational education must be compatible with the psychological and physiological development of the students themselves.In the "Regulations on Vocational Education of Guangdong Province",which came into effect on September 1,2018,it is pointed out that the development of vocational education should focus on the improvement of the vocational education and training system.With the continuous advancement of supply-side structural reforms in China,SVE gains more and more public attention due to the imbalance between the two sides in the labor market,and thus various secondary vocational colleges emerge,injecting new vitality into China's education development system and achieving rapid development in SVE.However,in the mean time,various problems have popped up due to imperfect policies.For example,the imperfections of the SVE system,the lack of resources and market-oriented education.Under the influence of these problems,the objectives of SVE are unreasonable and the concept of education falls short.As a result,it is difficult for SVE to get effective improvement,and the development of SVE in China has met with restrictive factors(bottleneck).In recent years,with the increasing attention of the Party Central Government departments paid to education,especially at this year's National Education Conference,it is proposed to run vocational colleges with greater investment.This opens up a path for a further study of SVE policies and for the next-round reform of SVE,setting the right direction of the development of SVE suitable for China's national conditions.This paper,based on the study of various elements needed for the development of SVE and their influence on each other,takes Guangdong Province as the research object,and then carries out corresponding analysis on its SVE policy.Judging from the research results,there are still many problems in SVE in Guangdong,involving SVE policies,schools,courses and social support,etc.Then,I analyze the causes of problems,such as the lack of government budget,the single subject in policy formulation,and the lack of coordination of policies.Therefore,in order to realize the rapid development of SVE in Guangdong,it is necessary,in the supply side background,to further increase financial input based on macro development needs,and encourage the public to participate in the formulation of SVE policies,providing a reference for sustainable development of secondary vocational education in China.
