Research On The Overall Governance Of Telecom Network Fraud In Pingyang County

The development of information technology and Internet not only brings great convenience to people’s production and life,but also provides new space for criminal activities.In recent years,the means and methods of telecom network fraud have been renovated one after another,seriously threatening the property safety of the masses,and causing the deterioration of the cyberspace environment,causing extremely bad influence in the society.The party and the government attach great importance to the fight against the crime of Telecom network fraud,and have taken a series of measures to control it,with obvious results.However,the telecom network fraud itself is complex and changeable,involving many subjects of governance,resulting in the current telecom network fraud crime base is still large.Therefore,it is necessary to do further research on telecom network fraud governance from the perspective of holistic governance theory.This article takes Pingyang County in Wenzhou as a specific object of study,using questionnaires,interviews and other methods to study the governance of Telecom network fraud activities in the county,based on an analysis of the connotation and characteristics of telecom network fraud activities,the paper introduces the current situation of Telecom network fraud governance in Pingyang County,and fully affirms the effectiveness of telecom network fraud governance activities in Pingyang County,at the same time,it pointed out the following deficiencies in the governance of telecom network fraud activities in Pingyang County: there are loopholes in early warning and dissuading,and antifraud propaganda is not effective,the coordination between different regions,different government departments and between the government and social forces is not enough,fraudsters use technology to evade the crackdown “ Skills are good”,stranded overseas high-risk people involved in fraud arrest and control difficulties.The reasons for the above-mentioned deficiencies are: the lack of accountability system,the more traditional forms of anti-fraud publicity,and the weak role of government organizations in mobilizing the participation of all sectors of society,the technical means used by the public security departments to identify and lock in fraudsters are “ Lagging behind ”,and the law against Telecom network fraud is not perfect.Based on the above analysis,this paper believes that in order to achieve the overall governance of telecom network fraud in Pingyang County,the following measures should be taken: first,improve the mechanism of collaborative work.Give full play to the Central Leading Role of the party committee and the government,build the work pattern of departments and units,realize the interconnection and sharing of Telecom network fraud information,and implement the system of work responsibility investigation;Second,vigorously improve the effectiveness of anti-fraud publicity.Take the unit,the community as the propaganda front,the innovation propaganda form,promotes the public’s self-defense consciousness vigorously;.Fourth,improve and strictly enforce the relevant laws to enhance the deterrent effect,and speed up the technology and equipment iterative update.We will work out the detailed rules and local regulations for the implementation of the anti-telecom network fraud law as soon as possible,strictly implement the personal information protection law,and sign a comprehensive cooperation agreement with the government of the host country of the telecom network fraud.
