Grassroots civil servants communicate directly with the masses in their work,and their efficiency and motivation directly affect the management and service level of the government,as well as the public’s evaluation of the government.The emergence of burnout not only damages the health of civil servants themselves,but also deeply influences the realization of organizational goals.On the basis of this phenomenon,this paper studies the burnout and career motivation of civil servants,tries to explore the relationship between burnout and career motivation,in order to improve the efficiency of the civil service,reduce the burnout phenomenon,and provide some references.In order to study more comprehensively the reality of job burnout and career motivation,and the sub-dimensions and specific elements of job burnout and career motivation.This study adopts a variety of methods,including questionnaire survey,comparative analysis and quantitative analysis,in order to systematically explore the status,characteristics of burnout and motivation,as well as their intrinsic relationship.There are three main contents in the study: the study of the occupational burnout of the grass-roots civil servants,the study of the occupational motivation of the grass-roots civil servants,and the study of the relationship between the occupational burnout and the occupational motivation of the grass-roots civil servants.The main findings of the study are as follows:First,the career motivation of civil servants at the grass-roots level is divided into four dimensions: professional comfort attraction,social capital influence,personal development needs and public service motivation.Based on the case studies of tianjin and inner mongolia,it is concluded that the career motivation of the grass-roots civil servants is more diversified,rational and attracted by professional comfort,while also harboring the aspiration to serve the public.In addition,there are significant differences among junior civil servants of different ages,years of active service and positions;However,there is no significant difference in career motivation among junior civil servants according to gender and rank.Secondly,the burnout of civil servants at the grass-roots level includes three dimensions: emotional exhaustion,de-personalization and low personal achievement.According to the results of investigation,the burnout of civil servants in Tianjin and Inner Mongolia has reached a moderate level.At the same time,there were significant differences among the junior civil servants of different ages and years of active service,while there was no significant difference in burnout among the junior civil servants of different genders,positions and ranks.Third,there is a remarkable correlation between the job motivation and its various dimensions on the one hand,and the job burnout and its various dimensions on the other.Among them,the two dimensions of career motivation,personal development and public service motivation,have a significant negative predictive effect on the emotional exhaustion,depersonalization and low personal achievement of burnout.Combining with the results of the analysis,this paper puts forward the idea of relieving burnout with the emphasis on stimulating the career motivation of the civil servants at the grass-roots level.That is,from the three aspects of all-factor motivation,whole-process motivation and all-staff motivation,so as to meet the personal development needs of civil servants at the grass-roots level and enhance their motivation for public service,so as to achieve the goal of relieving burnout.
