Role Orientation,predicament And Adjustment Approach Of Community Grid Members

Community Governance,as a basic unit and key link of state governance,is related to the implementation of the major policies of the party and the state,the vital interests of the people,and highly valued by the party and the state,its governance performance is closely related to the strategic goal of realizing the modernization of national governance capacity and governance system.As a policy tool to improve the level of grass-roots governance and the ability of accurate service,grid governance is widely applied in community governance.As the basic actor of the grid management model with Chinese characteristics,community grid members play a pivotal role in the grid management system.In this paper,the text analysis software ROSTCM,2005-2022 community grid management related to the collection of policy documents screening.Finally,through the analysis of 262 selected policy documents,it is shown that the role of community grid members in the management of Community Grid is to promote the role of community harmony propagandists,inspectors to collect community dynamics,informers to grasp social conditions and public opinion,mediators to resolve community conflicts,service members to improve community functions,and supervisors to maintain the healthy development of the system.Based on the questionnaire and interviews,this paper finds that there are 6 kinds of role of community grid members in community practice,they are the observer of community needs,the server of community affairs,the submissive of community management,the propagandist of community system,the mediator of conflicts and the demonstrator of rural customs.In the process of adapting to the above six roles,the grid members of the community are in a dilemma of blindly following the street,relying on the neighborhood committee,subservient to the residents,ambiguous to the social worker and disengaged from the social organization.In practice,there is a distance between the role type and the role performance of the Community Grid members and the policy expectation,which is caused by: firstly,the daily workload of the community grid members who take part-time as the main post is heavy;Second,because the work arrangement is multi-door,deal with the affairs the autonomy is low to cause the community grid member to have the lead by the nose role exhaustion feeling;third,because some of the work of community grid members is not understood by the residents,the role function of the residents with low degree of cooperation is limited,the low sense of work value and belonging leads to the self-doubt of the grid members in the community.In order to solve the role dilemma of community grid members,this paper proposes to start from four aspects in order to maximize its effectiveness.Firstly,in the selection and appointment of Community Grid members,we should increase the proportion of full-time community grid members and raise the threshold of access to community grid members;secondly,in the education and training,we should strengthen the professional training of community grid members,third,in the aspect of motivation and assessment,we should perfect the performance mechanism of Community Grid members,formulate and perfect the management rules of Community Grid members,and finally in the aspect of the career stability of Community Grid members,to consolidate the technical support of community grid,rich community grid partners.It is of great significance to analyze the role orientation,role behavior,role expectation,role performance and role dilemma of Community Grid members for optimizing the community grid management system,therefore,the academic community should pay attention to the important role of community grid members.
