Research On Government Supervision In Agricultural Projects Invested By The Government Of Siziwang Banner

The key to rural revitalization is the revitalization of industries."Industrial prosperity" is the focus of rural revitalization and the basis for increasing farmers’ income,agricultural development and rural prosperity.Agricultural modernization is the foundation and support of national modernization.It is necessary to implement new development concepts and accelerate the transformation of agricultural development methods.The government-invested agricultural project is a project invested by the government based on the purpose of accelerating the development of "agriculture" and "rural areas" and increasing the income of "farmers".It is an effective path to realize rural revitalization.However,with the advancement of government-invested agricultural projects,local governments continue to increase investment and vigorously promote the construction of agricultural infrastructure,which puts forward higher requirements for the supervision of government-invested agricultural projects,and the government should strengthen its supervision.However,due to the backwardness of the supervision system and the lagging of the supervision system,etc.,the phenomenon of insufficient supervision or absence of supervision has occurred,which restricts the development of government investment in agricultural projects.Therefore,it is extremely important to improve and standardize the supervision of government investment in agricultural projects and enhance the supervision capacity.This paper is based on government regulation theory,project management theory and whole-process project evaluation theory,adopts field research method and case study method,and divides the process of Siziwang Banner government-invested agricultural project construction into the early stage of project decision-making,the middle stage of project implementation and the post-project stage In the evaluation stage,the government’s regulatory issues in the process were analyzed before,during and after the event,and the research found that the pre-planning work of government-invested agricultural projects was not advanced well,the government management in the implementation stage was not in place,and the evaluation mechanism was flawed,etc.For staged problems,analyze the legal basis of supervision,supervision power,multi-party participation mechanism and evaluation mechanism from the aspects of government supervision system,system,and supervision methods.In view of the above problems and reasons,combined with the realistic background of rural revitalization,and based on the theoretical perspective of whole-process supervision,it is proposed to further improve the government-invested agricultural projects in Siziwang Banner in the early decision-making stage,mid-term implementation stage and post-evaluation stage of the project process.The optimization path of the government’s supervision ability is expected to form the whole process of supervision and realize the effective supervision of the government’s investment in agricultural projects.
