The Research On The Administrative Examination And Approval System In Our Government Investment Projects

Abstract:With the reform of the investment system and the administrative examination and approval system, the strengthen of supervision on the government investment projects and the administrative examination and approval becomes more and more important. At present our country government investment project administrative examination and approval supervision still exist many problems. Standing on the point of the administrative examination and approval work departments, this paper introduces the government process reengineering, public governance theory and the principal-agent theory. Combined with the practice of administrative approval reform of government investment project, this paper, through the questionnaire survey, expert interview and theoretical analysis method, has conducted the research to our country government investment project supervision system of administrative examination and approval. The main contents and conclusions are as followed.(1)There exists internal and external problems in the supervision of administrative examination and approval on the government investment. The internal problems include focusing on the examination and approval but contempting supervision, no equal weight on the supervision subject, the follow-up supervision and so on. The external problems include the powerfulless internal and external cooperation of supervision,the lack of intermediaries foster guide and so on.(2)Problems of the supervision of administrative examination and approval of the government investment projects in China, inherently, are result from the government behavior anomie and multi-agency operation failure. Extrinsicly, they are due to the supervision of government investment projects in the logic of collective action and the government investment projects supervision power’s shortage, being lack of external supervision power trigger.(3)Through the analysis of the supervision of the main object and the contents of the supervision from, the paper establishes the supervision system by self-discipline mechanism, supervision and guarantee, effectiveness evaluation, to strength the norm consciousness of the administrative examination and approval departments, improve efficiency, develop a perfect regulatory system.(4)The article takes X districtin as a example, summarizes its supervision achievement, analysises the existing problems in supervision of administrative examination and approval of the government investment projects, finally puts forward some countermeasures and suggestions as the established system.
