Research On Process Reengineering Of Administrative Approval Process For Government Investment Projects

In recent years,various regions of our country government have achieved remarkable results in the implementation of simplifying policies and decentralization of power and optimization the approval process,but current administrative examination and approval system and the process still exist many problems and defects.The defects of administrative examination and approval are mainly in the following aspects,the procedures of administrative examination and approval are not standardized,the standards of administrative examination and approval are not clear and not strict,the time of administrative examination and approval is long and low efficiency,etc.Relative to the private investment projects,the approval process of the government investment projects is more complicated and confusing.In order to further study the above problems and find the breakthrough point,this study takes the Chongqing municipal government investment project administrative approval process as an example and use the ESIA method to shape newly the administrative examination and approval process of Chongqing municipal government investment projects,combining with the current situation of administrative examination and approval,learning from the advanced practice in the reform of administrative examination and approval of United States,Japan and some domestic cities.At the same time,some countermeasures and suggestions are put forward from three aspects of the legal regulations,system construction and government agencies to ensure the smooth implementation of the reengineering process.This study consists of seven parts,the specific content is as follows:The second first chapter is introduction.This part includes research background,domestic and international research status,research content,research purpose and research methods,etc.This study expounds the present situation and reform course of our country's administrative examination and approval,and summarizes the research status of administrative examination and approval at home and abroad.The second chapter is the related concepts and theoretical basis of administrative examination and approval.This part mainly introduces the concepts of administrative examination and approval,the administrative examination and approval system,the procedure and the mode.At the same time,this part expounds the basic theory of government regulation,limited government and government process reengineering.The third chapter is the reform experience of the administrative examination and approval of government investment projects at home and abroad.This part describes the advanced practice in the reform of administrative examination and approval of the United States,Japan and some domestic cities.The fourth chapter is the present situation of the administrative examination and approval of the government investment projects in Chongqing city.This part analyzes the present situation of the administrative examination and approval of the investment projects in Chongqing.This part also analysis deeply the approval items,and approval materials and approval time which are involved in the administrative examination and approval from the project proposal to the property registration.At last,summary the existing problems in the process of administrative examination and approval in Chongqing city.The fifth chapter is shaping newly the Chongqing municipal government investment projects in the administrative examination and approval process.Based on the theory of limited government and the government process reengineering,in view of the present situation of the administrative examination and approval of the government investment projects in Chongqing,the administrative approval process of the Chongqing municipal government investment projects is carried out by using the ESIA method.The sixth chapter is the administrative examination and approval process reengineering of the safeguard measures and countermeasures.This part put out some measures from three aspects of the law,system and government agencies to ensure the smooth implementation of the reengineering process.The Seventh chapter are conclusion and prospect.This part summarizes the research results of the whole paper and points out the limitations of the research.
