A Study On The Dilemma,Causes And Countermeasures Of “Top Leader” Supervision

In June 2021,the CPC Central Committee issued the Opinions on Strengthening Supervision over the "first-in-command" and Leading Bodies,reflecting the importance the CPC Central Committee attaches to the supervision of the "first-in-command".The purpose of this study is to combine the current system documents,based on the evolution and effectiveness of the "leader" management system,start from the medical institutions and public management theory,to analyze its power supervision mechanism and feedback,in order to provide new ideas for the way of power supervision,find out the direction that can be optimized and improved in the current system,and reduce the formation of corruption.In this paper,interview method,case analysis method,literature research method,system analysis method,etc.,will be used to study the dilemma and countermeasures of the "leader" supervision.In the economic development and social operation,the setting and supervision of administrative power is of great significance for the benign operation of the organization and the prevention of the abuse of power.The study found that the first leader,as the authority center of the corresponding departments in our country,is the core point to prevent corruption.As an important institution related to people’s livelihood,the "leader" of public hospitals shoulders important management responsibilities,and it is of great strategic significance to supervise and restrict them.Strict Party governance is inseparable from the supervision of the "top",the current "top" exercise of power due to the lack of supervision has shown adverse effects,the situation is serious,in-depth discussion of this issue is particularly necessary.Through explaining the core meaning and theoretical basis of the "number one",this paper makes a comprehensive discussion and expound the core concept of "number one".Centering on the power characteristics of the "chief executive" himself,this paper reveals the current situation of the lack of supervision of his major power,and discusses from the aspects of the subject and object of supervision,the causes of external system and mechanism,etc.,mainly from the three aspects of history,reality and their own factors to explore the causes of the weak supervision.Through a series of research process to put forward practical and feasible countermeasures is the research results of this paper.It not only puts forward the solution ideologically,but also discusses the establishment of external system and mechanism,and puts forward innovative views combining with the theory of public management.Starting from the perspective of the governance theory of public management,through the construction of responsive supervision and institutional prevention mechanism,it constructs the all-round mode of "leader" supervision from the aspects of power checks and balances,power supervision,institutional supervision and moral supervision.Restrict the supervision subject itself ideologically,give more power to the object of supervision,build mass supervision and external supervision from the outside and improve relevant systems and mechanisms,and better regulate the exercise of the "leader" power from an all-round and multi-angle.
