Research On Improving The Multi-center Governance Model Of Home-based Elderly Care Services

Since the 21 st century,the aging problem has become increasingly serious in China.Chinese government has begun to promote family pension services to address the problems of increasing the elderly population,alleviating the increasing trend of aging,and dealing with the lagging of pension service in small society based on family.First of all,this research uses the literature research method,the theoretical analysis method,the comparative research method,the social survey method and other research methods.In this paper,the connotation of multi-center governance model for home pension services is scientifically defined,based on the theoretical research and empirical analysis,the research norms using qualitative analysis,the multi-center governance theory,the welfare pluralism theory and the public goods theory.Under the“government-led” institutional advantages of socialism with Chinese characteristics,the multi-center governance model of home pension services equally emphasizes social and market forces,and maximizes the dynamics of the society and the market.It is a model in which the government,society and market trust,interact and cooperate with each other.Secondly,Zhonglou District of Changzhou is one of the earliest areas in China to explore home pension services.This district has basically achieved full coverage of home pension services by relying on the government and concentrating the power of society and market.This research selects Zhonglou District of Changzhou as the research object,and investigates its current home pension services.The basic situation of the multi-center governance model of home pension services for the elderly in this district is evaluated from three aspects: the development process,the practical exploration,and the choice of subject.Further,this study provides a reference basis for further improving the quality of home pension services in Zhonglou District of Changzhou and even the same level areas in China by understanding the status quo,discovering problems,analyzing the causes,and learning from experience.Finally,the research finds that the multi-center governance model of home pension services has problems such as the difficulty of obtaining government information,the failure to implement home pension services,weak social forces,and low market participation recognition.By consulting literature,distributing questionnaires,conducting interviews with people,etc.,this paper analyzes the root causes of the problem from four perspectives: government,society,market and the elderly.According to the cruxes of the multi-center governance model,combined with the experience of the United Kingdom,the United States,Japan,Beijing,Shanghai,Nanjing and other countries or cities,this paper focuses on the construction and improvement of the multi-center governance model of home pension services to promote the transformation and upgrading of the pension mechanism to make it closer to social needs.In this regard,this paper proposes a way to improve the multi-center governance model of home pension services.The first step is to clarify the division of labor in the multi-center governance model of home pension services by giving full play to the leading forces of government planning,management and supervision,highlighting the service functions of social voluntary mechanisms,cultivating professional teams and stimulating market innovation.The second step is to promote the cooperation of multi-center governance subjects of home pension services by integrating the efficiency of service subjects,the integration of interest coordination mechanisms and the integration of responsibilities and missions.The third step is to be alert to the negative effects of the multi-center governance model of home pension services by clarifying issues and specifying responsibilities.
