Study On Optimization Path Of Management System Mechanism Of Modern Industrial College In Undergraduate Universities

Application-oriented undergraduate is the first step of local undergraduate colleges to transform to application-oriented undergraduate.In recent years,driven by the pressure of local industrial transformation and upgrading,but also because of the influence of foreign vocational education innovation and development,the previous low level and loose school-enterprise cooperative education mode must be deepened to achieve connotative development,under such a background,industrial college came into being.Industrial college is a teaching carrier to promote the interrelation and deep integration of industrial chain,education chain,talent chain and innovation chain.The practice of industrial college was first carried out within the vocational education system.After nearly 10 years of development,the industrial college of higher vocational colleges in the eastern provinces of China with more developed education has formed a complete operating system.As the deepening of the transformation of local undergraduate universities to the applied type,but also in order to meet the needs of regional industrial transformation and upgrading,many undergraduate universities have begun to pilot the construction of modern industrial colleges in the past two years.On the basis of related policies of our industrial college,this paper uses references from domestic and foreign literatures.Firstly,it defines the concepts of the management system of modern industrial college and modern industrial college,and expounds the theoretical basis of the management system of modern industrial college.Then,the field survey of modern industrial colleges of 5undergraduate universities in Nanning City was conducted.Combined with the recovered questionnaire and interview results,it was found that the industrial colleges surveyed were all in the early stage of construction,and there were a lot of problems,including lack of autonomy in running schools,low decisionmaking efficiency of the council,unclear ownership of assets,insufficient construction funds,loose school-enterprise cooperation,etc.In view of the above problems,this paper further points out multiple reasons such as insufficient policy supply,serious absence of various systems and norms of industrial colleges,imperfect governance mechanism,interest coordination mechanism,risk sharing mechanism,and cognitive deviation between universities and cooperative enterprises,and puts forward optimization suggestions from the three levels of government,universities and enterprises(industry).At the government level,we will accelerate the introduction of complementary policies and legal systems,increase the supply of funds,and streamline administration and delegate power.At the level of colleges and universities,overall planning of the overall framework of reform,improving all aspects of the system system,clear internal responsibility division,accelerate the construction of various operating mechanisms,accelerate the construction of school-enterprise cooperation platform;At the enterprise(industry)level,the industry actively plays the role of "bond",enterprises strengthen the awareness of social responsibility of talent co-education,improve the strategic ability and social adaptability.
