China Undergraduate Student Management System Evolution And Thinking

The construction of college students'administration system (CSAS) in China is an essential part of the construction of new China's education law system, which both have experienced many vicissitudes of life. From liberation to early 1960s was a beginning period for the CSAS for the undergraduate when the administration mainly focused on students'school roll. During the"culture revolution"all the legalization construction in China was at a standstill, so was the CSAS destroyed. The time from 1977 to late 1980s is a new era for the resumption and establishment of the CSAS. At this time the Ministry of Education on Dec. 13, 1978 issued The Temporary Regulation on College Students'School Roll Administration, which was the first important document on college students'administration in a formal and systematical way. From early 1990s the CSAS for the undergraduate entered a new age of tentative legalization and overall construction, which was symbolized by the issue of The Regulation on Common College Students'Administration on January 20, 1990 by the former National Education Committee ( NEC File No.7). This Regulation was legal and administrative, hence became the essential basis for the judiciary to investigate the dispute between college students and their college. The new The Regulation on Common College Students'Administration went into effect on Sept. 1, 2005. It indicated that the CSAS for the undergraduate was intensified and improved into a new phase. The new series of regulations on college administration according to law and safeguarding students'rights & interests will surely become the main policy basis gone by the college students'administrator in the following day.The duty of the college is to train the talents with innovative spirits and to develop them in an all-round way—morally, intellectually and physically. The college's education concepts, academic atmosphere and administration methods will exert a gradual and imperceptible influence on the students. In order to carry out the strategy of making our country prosperous and strong through science and education, and to enhance the stability and order in college, the college shall adapt to the legalization of the whole society and administer according to law. The legal construction of college students'administration is undoubtedly involved in the issue and also it is a fundamental job for the administration by law. It's necessary at present to hold the idea of administration and to actively construct the system of college students according to law, therefore, to safeguard students'rights & interests, and to improve the procedure of punishing the undergraduate who has violated the rule or regulation. The entire move mentioned above will strongly impel the CSAS and make the administration observe the law, which will also diminish the super-administrative action and prejudice. In that case a better environment and atmosphere will be set to help the college students to grow up healthy both mentally and physically.
