| Community is the most basic form of grassroots social organization,after the reform of housing commercialization,there has been a widespread phenomenon of public space public ownership and private use in urban communities,resulting in fragmentation of communities and serious hindering the effectiveness of grassroots governance.The current situation of space fragmentation in the community has led to the gradual decline of grassroots governance efficiency,and the contradictions and conflicts caused by space fragmentation are very common and frequent,but scholars have not studied much on this aspect,in order to alleviate the governance dilemma caused by space fragmentation and improve the efficiency of grassroots governance,it is necessary to explore the reform direction of grassroots governance through the perspective of public and private use of public space.This article aims to collect data through in-depth interviews with residents based on the problems identified by observing the process of spatial structure segmentation and stratum differentiation in the context of housing reform in Community X,this paper uses institutional theory to find that the community public space eventually leads to the fragmentation of community space through three measures: illegal construction,infringement and unclear property rights,and the main reason for space fragmentation is the result of internal selection,lack of external governance and governance environmental factors.It is believed that the fragmentation of community space may bring adverse consequences such as class differentiation in the community,decreased participation in residents’ governance and resistance in the future,which will hinder grassroots governance and affect governance efficiency.The study believes that to improve the efficiency of grassroots governance,we should first improve residents’ participation in governance,guide,encourage and build a convenient channel for residents to participate in grassroots governance,build a public-private multi-party governance model,and instill the concept of abiding by rules in residents. |
