Teachers are the key to the development of rural education.We must give priority to the construction of rural teachers.In order to develop rural education and promote the balanced development of urban and rural education the state has issued the Rural Teachers Support Plan(2015-2020),which provides policy support and guarantee for the construction of rural teachers.At present,this policy has been promoted and implemented throughout the country,and has achieved phased results in improving the teaching conditions of rural teachers:relaxing the evaluation and recruitment of rural teachers’ professional titles,and improving the living treatment of rural teachers.The plan provides policy support to rural schools,optimizes the flow mechanism between urban teachers and rural teachers,establishes the honor system for rural teachers,creates a good environment for rural teachers in work and life,improves the professional ethics of rural teachers,and strengthens the construction of rural teachers.This article mainly takes W city as an example to study the implementation effect of the rural teacher support plan policy in that city.Firstly,this article reviews the latest research trends of domestic and foreign scholars on the effectiveness of rural teacher support plan policies.At the same time,it introduces theories such as education quality,education equity,and Smith policy execution model,laying a theoretical foundation for this article’s research.Secondly,this article analyzes the current implementation status of the rural teacher support plan policy in W city.The main contents of this policy include the construction of teacher ethics,the evaluation of teacher professional titles,and the management of teacher exchange and rotation mechanisms.Once again,based on the Smith model,this article evaluates the implementation effectiveness of the W City Rural Teacher Support Plan from four dimensions:policy itself,executing agencies,target groups,and policy environment.The evaluation results show that the overall implementation evaluation results of the W City Rural Teacher Support Plan policy are at a moderate level and the W City government still needs to further improve its responsibilities and authorities to strive to improve the implementation effectiveness of this policy.At the same time,through the questionnaire survey method,the problems and reasons that exist in the implementation process of the W city rural teacher support plan policy were sorted out.The existing problems include:poor policy implementation effect,low execution efficiency of policy execution subjects,shortage of some subject teachers,and insufficient support from the regional environment.The reasons for these problems include the weak system of the policy itself,unclear rights and responsibilities of the policy executing entities,lack of effective supervision of policy implementation,and immature policy environment.Finally,based on the full text of the discussion,this article proposes specific countermeasures and suggestions for optimizing the policy implementation of the W City Rural Teacher Support Plan from four aspects:policy itself,policy execution subjects,policy supervision,and policy environment.It is hoped that this study can provide some reference for the implementation of the rural teacher support plan in W City,as well as for other similar studies.
