Research On The Dilemma And Strategy Of Township Elderly Care Institution

According to the data of the seventh national population census,China’s population is still growing at a low speed.The National Health Commission predicted that during the "Fourteenth Five Year Plan" period,the total number of elderly people will exceed 300 million,and China will enter the stage of moderate aging;Around 2035,the population aged 60 and above will exceed 400 million,and China will enter the stage of severe aging.In this context,elderly care services will play an important role in China’s livelihood work.The Journal of Population and other journals pointed out that the current elderly care service in China mainly has problems such as unbalanced supply and demand,unreasonable proportion of elderly care institutions,large regional differences,lack of long-term planning for the elderly care service industry as a whole,and lack of flexibility in policies.The pension service has a long return on investment cycle,high cost,uneven market technology,lack of standardization and many other factors that hinder the expansion and development of the pension industry.This paper takes Qitao Township,Xiangshui County,Jiangsu Province as the research object,mainly focusing on the old-age care of township institutions.Taking the methods of literature research,interview and case study,this paper studies the operation status,software and hardware facilities,professionalism of nursing staff,existing difficulties and puts forward targeted solutions of the institutional elderly care model under the background of ordinary villages and towns.The study found that the township elderly care institutions have such difficulties as backward software and hardware facilities,lack of funds,low economic returns,financing difficulties,lack of professionalism of personnel and unscientific internal management.On the basis of this dilemma study,this paper uses social embeddedness theory,multiple welfare theory and new public management theory to propose ways to optimize the development of township elderly care institutions from the perspective of building a diversified and cooperative external environment and building a sound internal organization construction,such as giving play to the role of government leadership,adopting the "combination of medical care and nursing" approach,cooperating with other social organizations,expanding the talent team of township elderly care institutions Widen the financing channels of township elderly care institutions and improve the internal management of the organization.This paper further discusses the difficulties in the development of township elderly care institutions,which is of scientific value for the development of social security theory,and is of great significance for local government departments to implement policies on the reform of urban elderly care institutions,reduce the local economic burden,and optimize the allocation of social resources.
