| From the 1980s to the present,the number of migrant people in China has shown a continuous rise,reaching 376 million in the seventh census in 2020.In recent years,family-based migration has shown a significant trend in the process of population movement,with migrant children following their parents to live and study in cities,which has brought new challenges to the management of education in cities.Starting from a series of public service measures for new citizens introduced by the Qingdao municipal government and the results achieved,this paper examines the current situation of compulsory education equity for children of new citizens in Qingdao,which helps the Qingdao municipal government to find the right position in the new situation,improve education management and better meet the needs of compulsory education for children of new citizens,and also provides new ideas to solve the problem of compulsory education for children of migrant population in China.Based on a thorough study of the current situation of compulsory education for children of new citizens in Qingdao,this paper combines education equity theory,social integration theory and new public service theory,and conducts a comprehensive analysis and research on the issue of compulsory education for children of new citizens in Qingdao through literature analysis,interview method and survey research method,which mainly manifests itself in the disproportionate allocation of compulsory education resources,poor implementation of relevant policies The problems are mainly related to the disproportionate allocation of resources for compulsory education,the ineffective implementation of relevant policies,the insufficient integration of education and the weak concept of family education.The causes of these problems are mainly related to the unreasonable institutional arrangements,the lack of government responsibility and the lack of attention from schools and society.The current situation is discussed from the perspectives of the government,society,schools and new citizen families on how to promote equity in compulsory education for the children of new citizens.The first is to optimise the allocation of funds and resources for compulsory education;the second is to improve compulsory education laws and regulations and strengthen the transformation of government functions;the third is to improve the education compensation mechanism,and schools and society should pay attention to the heart health cultivation and differences of new citizens’ children;the fourth is to strengthen the concept of education protection for new citizens’ families. |
