| Since China’s reform and opening up,it has experienced an important period of urbanization and industrialization,and a large amount of surplus labor from foreign cities has flowed into major cities,contributing greatly to the booming development of urban economy and infrastructure construction.Dongguan,as the center of the east coast of the Pearl River Delta recognized by the State Council,has attracted a large number of foreign urban surplus laborers.The influx of migrant workers will lead to a large number of children enrolled in school,and the issue of education equity will become the focus of people’s livelihood.Therefore,Dongguan is selected as the research object,and through surveys and school visits,we collect important information and data on the enrollment policy of migrant workers’ children in Dongguan,the number of points-based enrollment places and the distribution of towns and streets,and gain an in-depth understanding of the enrollment of migrant workers’ children in compulsory education in Dongguan,and investigate the current difficulties and demands of migrant workers’ children’s enrollment.By elaborating the concepts of migrant workers,migrant children and equalization of compulsory education,and based on the public goods theory and educational equity theory,we use case study method,literature collection method and interview method to analyze the fairness of the starting point,fairness of the process and fairness of the results of the enrollment of migrant children in Dongguan City.We also discussed the causes of the problem of equalizing compulsory education for children of migrant workers in Dongguan,and proposed to predict through big data technology,advance the planning of new school expansion,break the data barriers,allow the sharing of data among government departments,encourage non-governmental educational organizations to enter the field of education,strengthen the network-assisted education,and strengthen the education system education,strengthening network-assisted education,encouraging reasonable school choice among private schools,and coordinating educational resources in six large districts to help each other and share resources as references for experience in optimizing the problem of parity for children accompanying migrant workers in compulsory education. |
