The compulsory education law of the People’s Republic of China clearly points out that education for disabled children is an integral part of China’s compulsory education.In order to guarantee the compulsory education of the disabled children have equal power,in 2017 the Ministry of Education and so on seven departments issued "the second phase of the special education promotion plan(2017-2020),compulsory education for disabled children entrance problem both at the national level,and in the attention from all walks of life have been improved,the disabled children’s compulsory education entrance also highlight problem,from the national level,incomplete statistics for the disabled,disabled children’s lack of arbitration mechanism,PuTong schools and special schools disability resources don’t match;From the perspective of xi ’an city,there is a serious lack of educational infrastructure,teachers,and educational funds,as well as a gap in policy implementation.As a result,disabled children are unable to complete the universal plan of compulsory education as scheduled.Therefore,from the perspective of equal access to public services,it is necessary to analyze the issue of compulsory education for disabled children by integrating resources from the government and society under the guidance of the new public service theory,so as to improve the opportunity for disabled children to enjoy compulsory education and realize the fairness of compulsory education for disabled children.This paper,taking xi’an as an example,through the combination of theory and practice,this paper expounds the present situation of the disabled children’s compulsory education,analyzes the problems and the reasons of the disabled children’s compulsory education,as well as the problems and difficulties in the process,based on the experience of the disabled children’s education at home and abroad,put forward with the equalization of public service horizon,xi ’an disabled children’s compulsory education problem of countermeasures and Suggestions.The research content of this paper is mainly divided into the following parts:the first part is the introduction.The background of the topic selection is the issue of compulsory education for disabled children,and the necessity of the topic selection is illustrated by the literature review of compulsory education for disabled children related to the equalization of public services.The second part is to define the relevant concepts and basic theories.On the interpretation of disabled children and compulsory education,the new public service theory is the leading idea of this paper,and educational equity is the methodology to realize educational equity.The theoretical framework of compulsory education for disabled children is proposed,which provides a theoretical basis for the study of compulsory education for disabled children from the perspective of equal access to public services.The third part describes the present situation of compulsory education for disabled children in xi’an.The article compares the education of disabled children in xi’an from the aspects of policy,financial expenditure,teacher resources and the status quo of disabled children with that of ordinary children,and makes a comparative analysis with tables to find out the deficiency of compulsory education for disabled children in xi’an.The problems and causes of compulsory education for disabled children in xi’an are analyzed.By xi ’an education for the disabled and ordinary children education in the policy,fiscal expenditure management,data calculation,the list of faculty,comparison and analysis,find out the gap between xi ’an compulsory education for the disabled and the xi ’an government functional departments and the functional departments in the compulsory education for disabled children service problems,such as:inadequate infrastructure,disabled children’s school teachers lack of talent,the disabled education funds inadequacy,government policy executive power,enough,and the reason of using the basic theory analysis.The fourth part is the experience and revelation of the disabled children at home and abroad,based on the two cities of Beijing and the Czech republic of Moravia in compulsory education for the disabled service experience,get inspiration is xi "people-oriented" should be disabled children’s compulsory education concept,and compulsory education for disabled children by the method of collaborative management,funds investment,reform teacher education and evaluation system,etc,to solve the realistic problems in the xi’an compulsory education for the disabled.The fifth part is the countermeasures and Suggestions of compulsory education for disabled children in xi ’an.The government should set up the service concept of serving the education of disabled children and raise the awareness of the compulsory education for disabled children.Implement departmental responsibilities,define departmental responsibilities,and reflect the service functions of functional departments.We will increase government policy and financial support to consolidate resources for compulsory education for disabled children and provide more resources for education so as to meet the needs of compulsory education for disabled children and achieve equity in education for disabled children.
